Can a high school graduate who has never had a job, apply/get unemployment?
If so how?

Unemployment is paid into by Employers so since you have never been employed there is no employer history. Right now Contractors & gig workers who may tap into pandemic relief Unemployment benefits if they can show a certain level of work/earnings over the past year and a half.
There are many social services and career training programs for a high-school grad that may fit your needs. Our tax dollars contribute to the needs of those trying to survive and planning ways they can move into the work force.

If they have never had a job, either as a W2 or gig worker, then no they cannot collect. Unemployment is primarily paid for by employers in the form of a tax collected on the payroll of their employees. It's technically an insurance program that employers (and some self employed individuals) pay the premiums on.
A person who has no other means of support may qualify for other types of benefits such as SNAP (foodstamps) or transitional assitance (welfare) for a short period of time until they get on their feet, these programs have no education requirement to qualify.

That may be so if some states. Many states do not offer such resources unless you have minor children. Research your state. qualifying requirements -- your state may very well have some or all of the financial, housing food assistance. But you may also want to look into community programs in your area such as Catholic Charities for example. Good Luck!
