    The HR Compliance: Prevailing Wage Coordinator, reporting to the US Head of Payroll, is a consultant level role that is a core member of the US HR Shared Services Front Office Team. Our growing HR Compliance Team is adding tis role to be specialized in the Davis Bacon and Prevailing Wage Act. This is a highly specialized role. This position will accept remote applicants, with a preference for candidates in the Cary, NC area.

    Your responsibilities

    • Keep abreast of Federal and State laws and other relevant information including Davis-Bacon and Ser-vice Contract Act wage determination
    • Complete understanding and full administration of “Bona-Fide” fringe benefits under DBRA, including life insurance, health insurance, pension, vacation, etc.
    • Validate state FLSA changes, leave laws, minimum wage and prevailing wage calculations
    • Ensure applicable federal and state wage laws are properly applied to all US federally funded contracts
    • Assist the HR Compliance Government Team of consultants and advisors by reviewing contracts, checking for federally funded monies and associated obligations
    • Compliance with all federal and state labor laws, including overtime, minimum wage
    • Ensure that ABB always complies with prevailing federal and local laws
    • Help conform employees to the proper employee classification
    • Performs timely, individual review of an employee’s time records, wage determination, pay policy, wage types, time off policies and fringe benefits, per individual contract, to ensure accurate prevailing wage calculations are applied and paid for union and non-union employees and certified payroll reporting is accurately completed.
    • Perform certified payroll processing; manage, oversee and ensure completion of weekly certified pay-roll via Points North Software
    • Maintain accurate files containing all employees’ payroll reports, and related documents, to be available for public inspection and audits.
    • Create functional/technical specs, training guides, SOPs and process documentation
    • Become subject matter expert in the HCM systems used and Points North Software; audit data, provide data reporting, execute training to key stakeholders
    • Government contract review and obligation assessment
    • Union contract compliance
    • Data integrity through audits, report writing, continuous monitoring of employee rates, rate tables, pay policies and accrual polices impacting payroll processing and liaison with internal stakeholders and vendor support if necessary
    • Assists with implementation of key strategies and projects
    • Ensures functionality of new systems to meet business and compliance requirements
    • Collaborate with payroll and benefit departments on internal/external audits
    • Ensures system compliance with regulatory requirements, including General Data Protection Regulation (GDPR), SOX and other control narratives and matrices
    • Leverages knowledge of industry best practices to document and maintain proper segregation of controls to comply with Sarbanes-Oxley (SOX).

    Your background

    • Bachelor’s degree with three years of relevant work experience or an equivalent combination of experience and education
    • Three or more years of experience with certified payrolls
    • Three or more years of experience with prevailing wage compliance
    • Three or more years of experience with union payroll
    • Three or more years of experience with government contracts
    • Five or more years of payroll experience
    • In-depth functional experience with data validation, federal and state compliance regulations.
    • Experience working with Unions required
    • Experience with SAP & Workday Payroll and HCM core areas (or equivalent)
    • Experience providing support for over 10,000~ employees
    • Ability to maintain confidentiality of payroll related information
    • Understanding of pay calculations, pay standards and wage and hour laws
    • Solid understanding of payroll processes and data flows between HR, Payroll, Benefits & Compensation
    • Excellent Stakeholder management/ Customer Experience Skills
    • Experience working in Payroll related projects and/or implementations
    • Proven background in problem solving and partnership in a global environment
    • Passion for working with people and systems, and a strong interest in helping customers succeed
    • Self-starter and ability to work independently but also collaborate across teams.
    • Organizational skills to manage multiple moving parts simultaneously and optimally in a matrix organization and with very little oversight and direction
    • Ability to think critically and question the status quo
    • Lean Sigma / Six Sigma quality and process improvement experience preferred
    • High degree of client orientation and Customer service mind-set
    • Strong analytical approach to problem solving, high degree of proactive behavior and result orientation
    • High degree of structure and self-organization, deadline focused
    • Excellent Powerpoint and Excel skills
    • Strong interpersonal skills
    • High degree of passion and commitment
    • Effective management of different cultures
    • Excellent communication skills (oral, written and presentation skills)
    • Fluent in English (oral and written)
    • Proficiency in Excel and other Microsoft Office applications
    • Candidates must already have a work authorization that would permit them to work for ABB in the US
