US Program Manager - HR Compliance, Labor Contracts & Employment

The US Program Manager - HR Compliance, Labor Contracts & Employment is responsible for ensuring that the organization complies to federal and state government regulations, ABB policy and standard operating processes. Provide advice and guidance, tools and resources, as required to HR teams and business divisions in executing our compliance programs. Includes auditing, developing improvement and training plans, implementing new plans, assist with external audits, provide reports to management, measure improvement and assist with implementing measures to ensure compliance with related laws and regulations. Proactively develop processes and systems required for advanced human resource initiatives involving areas such as affirmative action program, equal employment opportunity, compliance topics and training. Plan, develop and administer human resource compliance programs and policies. Function as consultant to Human Resources, provide guidance and counsel to managers and suggest measures to improve operations and customer service. This hybrid-remote capable position will have need to able to work in our Cary, NC office on a weekly basis.

Your responsibilities
- Manage the process and activities of the HR Labor and Employment Center of Expertise including adherence to the Davis Bacon Act, The Service Contract Act and state regulations. Assist business areas in conforming employees to proper classification, prevailing wage compliance and fringe benefit administration and/or submitting wage determinations to federal/state lead oversight and audit procedures.
- Support the development and implementation of the US HR Labor and Employment program. Manage the compliance program including tracking trends, identifying gaps and implementing and maintaining communications, systems, processes and policies
- Provide guidance to the business during the pursuit and proposal stage of a contract regarding HR Labor and Employment topics related to EEO (Equal Employment Opportunity), AAP, background checks, data privacy, FAR (Federal Acquisition Regulations) clause adherence, prevailing wage, federal sick pay, as examples
- Manage prevailing wage process with front office payroll and benefits personnel
- Responsible for overall compliance of prevailing wage software application. Ensure adherence of state regulations for public works contracts
- Review and audit certified payroll submissions, and other required state forms for public works contracts
- Develop audit process and governance of program
- Create or revise company policy related to contractor obligations
- Lead business teams
- Collaborate with US Government Compliance Officer and business area legal functions to monitor effectiveness of the training program and processes
- Responsible for Labor and Employment Reps & Certs creation and updates
- Oversee Affirmative Action Program compliance
- Ensure HR compliance to state and federal regulations such FLSA, FCRA, state sick/leave laws, etc, and support HR Front Office personnel in creating compliant processes
- Collaborate and interface with internal and external sources on matters of serious impact to the Company. Resolve all types of complaints, introduce responsive action plans, monitor progress and results, and coordinate compilation of statistics and preparation of reports
- Research human resource trends and proposed changes in legislation or regulatory matters, assess impact and recommend prudent changes
- Manages the HR Labor and Employment Center of Expertise for federal and/or state compliance
- Provides consultation to managers and employees on the interpretation and/or application of company HR policies and procedures to ensure consistent and fair policy/procedures application
- Initiates recommendations for appropriate measures to address underlying systemic problems/issues to include suggestions on HR policy clarification or development, appropriate training, or other development interventions
- Interpret US Labor laws including but not limited to Title VII of the Civil Rights Act, Americans with Disabilities Act, Fair Credit Reporting Act and state and local medical marijuana laws to provide risk analysis and mitigation, in support of and cooperation with US Labor Law attorney
- Manage compliance programs related to HR Policy and Programs
- Provide compliance support to corporate including HSE (Health, Safety & Environment), Security, GBS Front Office and Procurement
Your background
- Bachelor's Degree in human resource administration or related field and minimum 12 years of experience. Alternatively, a special combination of education and experience and/or demonstrated accomplishments
- Excellent verbal and written communication and advocacy skills; ability to interface and communicate effectively and diplomatically with all levels of personnel including individuals in many distinct functions and business units
- Strong teamwork and collaboration skills. Ability to build relationships across functions, service lines, geographies and levels
- Needs to work well with internal and external legal counsel
- Strong leadership skills, including experience managing project teams on multiple priorities and providing direction to team members
- Excellent organizational skills, demonstrated ability to create, plan and successfully execute projects; the ability to meet multiple deadlines in a demanding environment. Able to adjust quickly to changing priorities and manage conflicts effectively and expeditiously
- Ability to problem solve and contribute to process improvement using innovative and cost effective solutions. Ability to influence leadership on innovative ideas and approaches to improve processes
- Innovative, with ability to develop recommendations for process changes and enhancements to improve efficiency and effectiveness
