Mexico Risk & Global Consumer Risk Appetite Framework Oversight- MD
About This Role: The primary responsibility of this role is to provide Independent Risk oversight for Citis retail credit portfolios in Citibanamex ($15.3Bn comprised of $5.1Bn Mortgages, $5.5Bn Cards, $1.8Bn Unsecured Installment Loans, $2.7B Unsecured Employee Loans, $0.02Bn Unsecured Revolving Lines and $0.1Bn Marginable Securities Backed Financing & Other Secured Lines). The role will indirectly oversee ~300 in-business risk management and risk utilities staff including serve as a site head for 3 utilities managed by Independent Risk. The role will also have as a secondary responsibility as the Global Specialist responsible for defining the risk appetite implementation framework, metrics and tools for consumer businesses and activities. In both these roles, the incumbent will have frequent contact and interaction with the US Regulators, Senior Risk Management at Global, Regional and Country levels in both Independent Risk and the businesses. The incumbent will play a critical role in helping develop and implement GCBs retail lending strategy in Mexico and creating our future operating environment while ensuring Citi continues to operate in a safe and sound manner, and comply with all internal policies and US and local regulatory requirements. The position reports to the Chief Risk Officer for Unsecured Lending & Digital Banking. Main responsibilities include the following:
Citibanamex Oversight responsibilities:
Approve the risk appetite framework and standards for all risk taking related to the retail lending portfolios in line with corporate requirements
Supervise business to operate within their stated risk appetite, approved risk tolerance limit, and in compliance with internal policies, corporate risk standards, and US & local regulatory guidance.
Hold the highest level of senior credit delegation and approve large transactions, Portfolio Classifications, New Product Launches, Risk Tolerance Limits & Policy changes and exceptions in accordance with his/her delegation of authority
Provide day to day oversight of credit risk activities across the full life cycle and credible challenge including opining on the appropriateness of credit policies, testing activities, credit operating systems, and NCL forecasting, Loan loss reserves, Basel risk weighted asset, CCAR and ICAAP methodologies.
Identify, measure, aggregate and provide an independent assessment of the risk profile of the retail credit portfolios. Provide risk reports to Senior Management and the US regulators.
Act as the most senior risk officer in the interaction with the US regulators on matters in relation to the retail lending business in Citibanamex.
Lead changes. Work in close partnership with the business and provide insights to business strategy formulation.
Work with Technology, Operations especially Credit and Collection Operations and other functions as required, ensuring that the infrastructure and operational capacity needed to manage risk is in place and that enhancements or changes are keeping pace with business plans and the operating environment.
Take charge of the career development and training program of the credit officers in the team, as well as in the business to ensure a strong talent bench
Be a member of the Citibanamex Consumer Product Approval Committee (CPAC)
Review and consult with Citis Institutional Client Group, Private Bank, and Commercial bank on cross- sector lending initiatives.
Global Consumer Specialist- Risk Appetite framework/Execution Policies and Procedures
- Define the consumer framework for risk appetite as required by corporate level policies and procedure;
- Develop jointly with other Independent risk specialists the tools, metrics and governance protocols in ensuring compliance by business units wth consumer/retail activities.
- Aggregate and oversee implementation effectiveness and results including reporting and escalation of risk appetite compliance.
Ideal candidates will have 20+ years of direct consumer lending Risk Management experience at a senior level with direct oversight of multiple countries; direct experience in Mexico a plus.
Ideal candidates will have significant senior experience at a major lending institution; digital lending experience a major plus.
Holder of at least a SCO 2 or equivalent credit delegation for minimum of 5 years
Expertise/solid experience in designing and implementing risk appetite execution frameworks, metrics, tools for multi country/multi business retail businesses.
Expert knowledge of the full suite of retail lending products (mortgages, cards, revolving lines, instalment loans, marginable securities backed financing)
Experience across the full credit life cycle: acquisition, portfolio, loss forecasting, loan loss reserve, collection strategy, and fraud. Experience in policy development, strategy development, testing and execution
Proven experience in successfully managing portfolios through periods of macroeconomic expansion and downturns.
Experience in conducting due diligence work and setting risk policies for portfolios purchases or de-novo partnership programs.
Experience and familiarity with traditional and non-traditional modeling techniques including leveraging big data.
Experience in large scale change management and managing business transformations
Extensive experience in interacting with senior management, boards and regulators, particularly, US regulators; excellent communication and presentation skills
Possess strong appreciation of diverse regulatory, legal and infrastructural environment.
Superb ability in inspiring trust, able to develop effective and credible working relationships, influence a wide range of stakeholders and bring diverse views to consensus and action steps.
Is a strong mentor and a coach one with the ability to rally followers and strengthen the overall risk management organisation of the 1st and 2nd line of defense.
Proficient in Spanish and English
Qualified candidates must, at a minimum, hold an undergraduate degree in business, economics, finance, mathematics, statistics, operations research, engineering, or similar quantitative fields; Masters degree a strong plus
