The LNG Compliance Coordinator has multi-state responsibilities to support the development and implementation of the compliance programs and activities for all the Eversource LNG facilities in MA and CT.

Supports the LNG Compliance Supervisor in the ownership and maintenance of the regulatory compliance programs, ensures strategies, procedures, and assurance processes are in place to address compliance activities and requirements including, but not limited to Eversource, local, and federal requirements. Will assist with developing and implementing process improvements measures within these programs and ensuring that all plans are tailored to the current or adopted codes utilized by regulatory agencies to evaluate LNG facilities.

Additionally, the LNG Compliance Coordinator must understand the regulatory aspects of the Eversource LNG Facilities regarding security, safety, training, maintenance and operations in accordance with 49 CFR Part 193, NFPA 59A and other state specific regulations.

Essential Functions:

• Maintains working knowledge of LNG regulatory requirements, company procedures and documents to satisfy those requirements.
• Ensures consistent policies are established and appropriate procedures are developed and implemented to monitor improper operational activities and to identify and report areas of potential risk.
• Consults management on the impact of state and federal regulations and their impacts on the business operation and potential resolutions to mitigate exposures.
• Brings initiatives and activities to closure in a timely manner through effective interaction and communication with all stakeholders.
• Coordinates the collection of compliance documents from LNG Plant Management and other stakeholders to provide for regulatory filing requirements and information requests from the Department of Public Utilities (DPU), the Public Utilities Regulatory Authority (PURA) and the Department of Environmental Protection (DEP).  Reviews and updates information and ensures appropriate parties review in a timely manner.
• Manages and submits compliance filings to ensure an accurate, complete and timely submission.
• Develops and performs internal compliance assurance activities at the LNG facilities in preparation of federal and state audits. Reviews policies and procedures to ensure standardization amongst the various plants.
• Participates in the development and implementation of technologies to automate and streamline compliance monitoring and reporting processes.
• Researches, analyzes and recommends ways to improve compliance processes and procedures.
• Reviews activities at the LNG facilities to assess level of compliance with existing and proposed federal, state or industry legislation and regulations.
• Reviews external state and federal agency audit findings and provides recommendations to internal procedures and/or compliance manuals.
• Periodically reviews processes and policy documents related to compliance with federal and state pipeline safety regulations, reports compliance findings and develop recommendations for corrective measures.
• Inspects/audits programs, policies, and work practices for compliance to company requirements, best practices, and relevant laws and regulations. Provides summary reports of findings and recommended corrective actions whenever deficiencies are identified.
• Cooperates with LNG operations personnel, engineering and other stake holders to share lessons learned, experiences, and knowledge to ensure safe, reliable, and efficient operations.
• Provides compliance training to new and existing employees and facilitate team development.
• Performs additional assignments per management’s direction.

Qualifications:

Technical Knowledge/Skill:    

• Ability to establish a culture of safety, reliability, efficiency, and compliance.
• Ability to interface and effectively communicate with different groups, including operations staff, maintenance staff, engineering departments, human resources, federal, state, and local regulators, external stakeholders, and other Eversource corporate groups.
• Exceptional ability to manage competing priorities and multiple responsibilities within a dynamic atmosphere with purpose and a sense of urgency.
• Exceptional attention to detail.
• Self-motivated, flexible and enthusiastic.
• Ability to clearly and effectively write, implement, and maintain procedures.
• Ability to interface with regulatory agencies, coordinate regulatory inspections, coordinate follow-up as required.
• Some project management skills with the ability to influence others, is desirable.
• Ability to interpret and address new and/or changing regulations.
• Solid presentation skills are required is an asset.

      Education: 

• Bachelor’s degree in a technical discipline.

Experience:

• Three (3) + years of relevant experience. 
• Ability to effectively interact with technical, organizational, and maintenance functions to deliver material projects, programs, or ongoing initiative results within an operating facility, preferred.

Working Conditions:

• Working conditions will include working out of an office environment with routine outside work during LNG facility walkthroughs.
• Travel is required for routine visits to all three Eversource LNG facilities in Massachusetts and Connecticut.
• Must be available to work emergency restoration assignment as required.
• Must be available to travel between MA/CT/NH as necessary.
