Description
The Military & Veterans Health Solutions (MVHS) / Leidos Health Group has an opening for an ESCM Chief Engineer. This is an exciting opportunity to lead a team of geographically dispersed software and cloud experts supporting the Department of Veteran’s Affairs (VA) and its mission to modernize its supply chain in support of Veterans and their families. The successful candidate will be responsible for executing, designing, architecting, developing, operating, and sustaining a mission-focused supply chain system across the VA. The Chief Engineer will lead key business efforts to modernize Information Technology (IT) infrastructure, systems, engineering, and security across the VA by offering transformative mission-focused IT, rapid and secure software solutions, managed services, engineering services, and cybersecurity solutions.
Specific program execution activities include oversight for all engineering-related processes and projects while in the engineering phase; oversight of a team of engineers with expertise in areas such as cybersecurity, network infrastructure, client engineering, access control, and software. As the Chief Engineer the successful candidate will lead program systems engineering activities that include Concept of Operations Formulation, Requirements Definition, Analysis and Engineering, System Architecting, System Analysis and Design, Interface and Data Architectures, Validation and Verification, System Integration, System & Op. Performance Analysis, Lifecycle Cost Analysis & Estimation, Decision Analysis and Resolution. Some travel required.
POSITION/STRATEGIC SCOPE:
Support design, development, integration, testing, and operational fielding of an enterprise supply chain system that provides asset visibility, supports enterprise decision-making, and reduces supply chain risk
Develop system release schedules that meet program objectives and present those schedules to leadership and the customer
Effectively lead a geographically dispersed multi-discipline team to achieve the program schedule and all deliverable requirements
Coordinate with the integrated product team (IPT) and subcontractor teams to effectively build and deploy new system baselines and revisions
Interface with Government customers, support contractors, and teammates
Plan, manage, and enforce ARL-E hardware, software, and process baseline standards
Create and maintain documentation associated with support activities
Provide support metrics and reporting to leadership
Maintain performance of subsystem as systems are tested and checkouts completed
Troubleshooting to isolate system faults and perform repairs
Assist leadership with planning schedules and ensuring proper personnel coverage for support activities
Support the engineering team in the design, integration, and security posture of products (COTS, GOTS, Leidos-developed)
Manage and deploy annual and out of cycle baseline updates
Develop engineering design and test plans to meet all system requirements
Develop and maintain engineering documentation and diagrams
BASIC QUALIFICATIONS:
This position requires a diverse experience managing lifecycle development, implementation of large, complex, enterprise systems along with the following qualifications:
Master’s degree in systems engineering with 12+ years in the IT field or bachelor’s degree with 15+ relevant experience in lieu of an advanced degree
Leading IT projects to deliver and transform IT services that help solve complex customer problems
Prior technical roles within similar organizations with growing duties and responsibilities
Strong knowledge of health IT market, standards, technologies, products, and competitors
Demonstrated experience driving innovation and transformation into existing mature businesses
Leading the technical strategic direction across an organization and overall technical execution across program performance and proposal development
Expertise in system-of-system implementation, digital modernization, military health/supply chain information management systems, and cyber solutions to actively participate in the definition and implementation of the long-term technology components supporting the business organization
Experience with Agile or Waterfall development methodologies
Thought leadership with ability to lead and shape strategic thinking and execution
Possess strong troubleshooting, problem solving, and organizational and verbal/written communication skills
Ability to influence and persuade others, as well as handle difficult negotiations requiring a well-developed sense of strategy
Ability to mentor, lead, and promote talent
DESIRED SKILLS-How do they stand out?
Experience with supply chain processes and procedures and their alignment to VA requirements, programs, and objectives
Project Management Professional (PMP) certification
Experience with Earned Value Management or Project Management
Proven track record years of successfully shaping customer acquisition and IT enterprise requirements
Policy analysis experience including alignment with customers’ strategic objectives
Pay Range $142,350.00 - $219,000.00 - $295,650.00
