Leidos is searching for a Division Finance and Business Operations (F&BO) Manager to join our Finance Organization in support of the Department of Defense Healthcare Management System Modernization (DHMSM) Program a highly visible $4.3B single award IDIQ vehicle that provides support to the Defense Health Agency.
The DHMSM program is the DoD’s leading program designed to deploy a modern electronic health record (EHR) system across the United States and around the globe. Leidos, with core partners Cerner, Accenture, and Henry Schein, will support the DHMSM Program Executive Office (PEO) and the Defense Health Agency in the initial operating capability deployment and the global deployment of our proposed EHR that will deliver improved system capability to the DoD whenever and wherever healthcare is required. The DHMSM system will provide important health IT capabilities to 9.6 million active military, their families, and their beneficiaries. The system will replace the current EHR AHLTA/CHCS, which Leidos built and currently provides sustainment services at locations around the world.
RESPONSIBILITIES
This leader will have a staff of analysts supporting one of our largest programs within Leidos. We’re looking for a dynamic leader who can work with both program personnel, program leadership and senior leadership. The roles and responsibilities of this position include:
Leading personnel performance management, active work allocation strategies and talent development
Must be capable of working proficiently within a team and collaborate with senior managers
Must be able to conduct and present briefing materials to senior managers and Government stakeholders
Performance reporting to Program, Division, Operations and Group leadership
Responsible for the internal financial controls and process of the program
Financial modeling including baseline development, EAC development and pricing
Ensuring accurate and timely financial reporting to the customer across required schedules/reviews
Managing subcontractor hours and costs, and assessing funding needs or management actions
Leading the planning annual and long-range budget development with emphasis on closest to the pin methodologies
Experience with DOD EVMS baseline change control processes
Experience with Integrated Program Management Reports (DID) DI-MGMT-81861 (IPMR) Formats 1-7.
Experience with monthly schedule status processes
Experience with Schedule Critical Path Method (CPM)
Working knowledge of Schedule Risk Assessment (SRA)
Must be capable of working proficiently within a team and collaborate with senior managers
Must be able to conduct and present briefing materials to senior managers and Government stakeholders
Must have experience resolving CDRL/deliverable questions from Government stakeholders and SETA representative.
Experience with supporting Control Account Managers in an Earned Value Management Systems environment
QUALIFICATIONS
Bachelor’s degree in a technical or business discipline as well as 12-15 years of experience.
Must be US Citizen with the ability to obtain a Public Trust Clearance. Contract Requirement.
Must be capable of working proficiently within a team and collaborate with senior managers
Must be able to conduct and present briefing materials to senior managers and Government stakeholders
Intermediate knowledge of Microsoft Office Excel, Word, PowerPoint, Outlook, and SharePoint
Expert knowledge of COBRA, Microsoft Project, Microsoft Excel, and Power BI
Must possess a strong background working with multiple contract types: Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and hybrid contracts.
Pay Range $105,300.00 - $162,000.00 - $218,700.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
