Description
Leidos is seeking a Project Manager to work on NASA's Human Health and Performance Contract (HHPC). This program provides biomedical, medical and health services in support of human spaceflight programs. This role will provide project management and oversight to technical teams developing flight hardware on the Orion and Human Landing System (HLS) Programs. This position is located at the Johnson Space Center in Houston, TX.
The Project Manager will lead projects through the full lifecycle from requirements and verification development to hardware design, development and testing, to project / product reviews and safety reviews. Job functions include reviewing engineering drawings and verifications, conceptualizing methods of operations, remaining current on trade studies, assessing designs, and determining hardware options.
This position will perform integration across multiple engineering disciplines (Systems Engineering, Project Engineering, Design and Fabrication, and Test and Integration) to accomplish the project goal. The role is responsible for allocating tasking, providing technical / budget / schedule status, managing risk, and providing routine reporting to contractor management and the NASA customer.
US Citizenship or US Permanent Residency required. Must have the ability to obtain a Public Trust Security Clearance.
Primary Responsibilities:
Drive projects through each phase, including: feasibility, design, procurement, assembly, integration, test, and sustainment.
Develop and manage cost estimate, budget, statement of work, and schedule for all assigned projects.
Oversee technical team to ensure deliverables are completed on-time, within budget, and achieve program quality standards.
Understand project requirements and evaluate design against requirements to assess feasibility.
Review plans, conduct investigations, and make recommendations to ensure established requirements and procedures are met.
Communicate project status (orally and written) regularly to both contractor management and the NASA customer.
Administer project procurement activities, such as preparation and negotiation of statement of work, change orders, and invoices with subcontractors / vendors.
Collaborate with internal and external stakeholders to guarantee project remains within scope, budget, and timeline.
Track, update, and provide recommendations for statement of work or budget changes to the Task Order Manager.
Identify, communicate and manage project risks; implement mitigation strategies.
Demonstrate commitment to a high standard of safety and adhere to the Safety, Health, and Environmental plan.
Guarantee compliance with Quality Assurance plan, policies, and procedures. Participate in ISO/CMMI/AS9100 Audits.
Minimum Qualifications:
Bachelor's Degree in Engineering or related field and 5+ years of relevant experience
Project Management experience (planning, budgeting, scheduling, risk management) in a technical field
Experience with aerospace projects, including flight hardware development and design
Experience with procurement activities including contract / vendor negotiation
Cost Account Management and reporting experience
Excellent communicator (oral and written) with strong presentation skills
Demonstrated ability to lead and motivate others to high standards of performance
Proficiency in MS Outlook, Word, Excel, PowerPoint. Familiarity with Microsoft Project or similar tool
Preferred Qualifications:
Prior working experience supporting NASA programs, and knowledge of NASA systems
Previous experience in Human Systems Engineering (ex. human factors and designing for the product end-user)
Pay Range $66,300.00 - $102,000.00 - $137,700.00
