    Description

    Job Description:

Are you a management professional who is passionate about nuclear security and nonproliferation missions? A person motivated to make the world a safer place by working with foreign partners to eliminate the spread of nuclear materials, components, and weapons?  Leidos is looking for program/project managers with experience working to strengthen the capability of partner countries to detect and interdict nuclear- and radiological-related trafficking across borders or through maritime jurisdictions.

This is a full-time position remote position that may require up to 10% domestic and international travel.

Required Clearance:  A DOE Q clearance (or DOD TS clearance that has been investigated within the past five years) is required.

    Primary Responsibilities

    • Managing implementation and sustainment aspects of a multi-million-dollar implementation program (>$100M) supporting efforts to detect and stop the spread of nuclear materials with partner countries.
    • Provide the maintenance, repair, spare parts, and training for radiation detection systems and associated technical equipment for international (recognized and unrecognized) land border crossings, airports, seaports and ferry ports with work being performed in multiple countries simultaneously.
    • Working with federal program managers, national laboratories, international organizations, and partner countries to define and validate requirements, validate and implement tailored technical solutions, and review/approve designs for recognized border crossings, “green” boarders, “administrative lines” (or other areas not internationally recognized as a border crossing), and areas within the partner country.
    • Maintain standard designs and manage design modifications/tailoring of systems (configuration management).
    • Manage the sustainment (including associated personnel training) of detection and search equipment, and associated equipment/platforms and security systems to enhance partner capabilities by leveraging intelligence, law enforcement and technology.
    • Maintain procedures, policies, and programmatic framework/infrastructure.
    • Manage relationships with other contractors, including vendors, to provide equipment-specific expertise.
    • Manage integration of complementary equipment for law enforcement such as backscatter x-ray, metal detection, and explosives detection.
    • Manage the design, integration, construction, communications, and engineering support for technical solutions.
    • Work with subcontractors in partner countries to prepare or repair sites and equipment; install or provide equipment (stationary, mobile, and portable radiation detection systems); provide spare parts; and develop training and sustainment plans for tailored equipment and systems. Integrate equipment and training within existing activities.
    • Assist in the development, implementation, and sustainment of training of program capabilities to support a strong nuclear security regime.  This includes assessing stakeholder training needs; systematically development of modularized training curriculum; providing capacity-building training; and evaluating partner countries against training performance metrics.
    • Manage and oversee international logistics and planning to include (but not limited to) shipping and export control issues, taxes, permitting, site access, and scheduling.
    • Establish a complete maintenance capability with the partner agency operating the systems.  This consists of efforts to minimize maintenance costs borne by partners through many means, to include local and regional sourcing of parts and skilled technicians.

    Required Education and Qualifications:

    • Bachelor’s degree or equivalent
    • At least 15 years of relevant experience
    • Demonstrable experience managing multi-million-dollar international programs involving partner countries, logistics, installation, training, and sustainment plans
