NISC IV currently has several openings at multiple levels for an aviation Instrument Flight Procedures (IFP) Specialist supporting the FAA National Airspace System Integration Support Contract (NISC) program in its Oklahoma City, OK location. The IFP Specialist is responsible for the safe navigation of the National Airspace System via instrument flight procedure construction supporting the FAA Instrument Flight Procedures (IFP) Group. The IFP Specialist provides technical expertise to the FAA IFP Group on the concepts and principles contained in FAA Order 8260.3 United States Standard for Terminal Instrument Procedures (TERPS), FAA Order 8260.19 Flight Procedures and Airspace, and other applicable Orders and Directives that pertain to procedure development. This challenging aerospace career field’s final product is a safe and technically accurate instrument procedure published to the National Airspace System, and provides the source documentation for airway charts and instrument approach plates used by general aviation, airline, and military pilots and those performing air navigation with reference to aircraft instrumentation while in instrument meteorological conditions.

Duties involve a wide range of functions:

  • Construct aviation pilotage routes using IFP design software and then document aeronautical information used to produce airway charts and instrument approach plates, or design new instrument flight procedures where none exist, i.e. at airports needing a instrument flight rule (IFR) capability
  • Determine the effect of proposed obstructions, altered or deactivated navigational aids, airfield data changes and deactivations, and revisions to controlled airspace as they affect instrument flight procedures.
  • Review aeronautical information to confirm that air navigation and technical data content is accurate and correct.
  • Initiate corrective action where discrepancies are discovered and accomplish instrument flight procedure aeronautical navigation changes for affected procedures.
  • Provide background information to the FAA for the development of Notice to Air Missions (NOTAMs).
  • Coordinate, as necessary, with FAA Technical Operations, Flight Check, and Air Traffic personnel. Other contacts include regional and field FAA offices, National Flight Data Center, military and airline representatives, state and local aviation officials, and pilots and airport operators.

The candidate will have demonstrated experience in any of the following:

  • Aviation, Airspace and Procedures background (Instrument Flight Procedures)
  • Airline pilot
  • Instrument Rated Pilot (Military or Civilian)
  • Certified Instrument Flight Instructor (Pilot)
  • Air Traffic Control Experience (FAA, Contractor or Military)
  • Navigator or Flight Engineer experience (Military)
  • Degree in an Aeronautics, Aviation, or Air Traffic Control career field.
  • Experience with FAA or Department of Defense aviation instrument flight procedures
  • Application of FAA Orders 8260.3 and 8260.19.
  • Pilotage experience in the National Airspace System, especially using aircraft instrumentation for navigation
  • Bachelor’s degree from an accredited college in a related discipline, and 8+ years of experience.
