The Defense Group at Leidos has an opening for an Operations and Maintenance Manager in the Virginia Beach, VA Program office. This is an excellent opportunity to use your experience in support of the U.S. Navy SURTASS program. In this mission, we provide personnel to the program ships maintained under the SURTASS program.
Primary Responsibilities
- Supervise O&M employees on and off mission. Supervise Ops Admin / Travel Coordinator
- Responsible for ensuring ships’ crews are manned with crews who fully meet all training, certification, and qualification requirements of the contract.
- Schedule employee travel for shipboard assignments, return to home, and government training sites.
- Schedule personnel for required government systems training.
- Communicate crew schedule to employee, afloat supervisor, program leadership, COR, external stakeholders
- Ensure personnel maintain contract required certifications and security clearance.
- Keep the COR and PM advised of any issues that could affect meeting contract performance requirements.
- Respond to all classified and unclassified correspondence.
- Prepare and deliver contract and company documents, reports, estimates for travel, and contract deliverables.
- Prepare and deliver required documents in support of budget input.
- Ensure all required reports are received from program ships and delivered to required recipients.
- Recruit, interview, and hire employees to maintain required program manning levels.
- Assist COR, PM and Field Support Team Manager as needed.
- Ensure personnel meet all corporate requirements in a timely manner (timekeeping, expense reporting, compliance training, etc.).
Basic Qualifications
- Must have at least an Associate Degree in Resource Management, Production Resources, or Business Administration. Curriculum must have dealt directly with resource management or business administration.
- Eight (8) years of progressive work experience in a Navy life cycle sustainment program with personnel supervision responsibilities, and familiarity with C4I technologies and sonar operations or maintenance.
- Associate Degree in Resource Management, Production Resources, or Human Resources,
- Curriculum must have dealt directly with resource management, resources planning, industrial maintenance and repair of secure networks and communications systems, navigation systems, and sonar surveillance systems.
- Must have at least five (5) years of supervisor experience that includes:
- Manpower planning
- Administration of personnel performance and qualification currency
- Demonstrate the ability to work with minimum supervision
- Have the ability to communicate effectively both orally and in writing
- Task management, scheduling, reporting and tracking O&M technical requirements.
- Proficient in Microsoft Office programs
- The selected applicant must: have a valid driver's license, have or be able to obtain a valid U.S. passport, travel to CONUS and OCONUS locations on short notice to meet technical requirements of the program.
- A Secret clearance is required
Desired Experience:
- Bachelor or Master Degree preferred
- Five (5) years of experience in:
- Communications systems, navigation systems, and sonar surveillance systems.
- Manpower planning
- Administration of personnel performance and qualification currency
- Demonstrate the ability to work with minimum supervision
- Have the ability to communicate effectively both orally and in writing
- Task management, scheduling, reporting and tracking O&M technical requirements
- SURTASS program background
- EKMS/KMI managers school
- Experience managing a remote workforce
- Experience designing or maintaining administrative databases

Pay Range:
Pay Range $84,500.00 - $130,000.00 - $175,500.00
