Description
Leidos is seeking a Proposal Manager to support the Service Management, Integration, and Transport (SMIT) contract. SMIT is the largest IT services program for the Navy, delivering the core backbone of the Navy-Marine Corps Intranet, including cybersecurity services, network operations, service desk, and data transport. Ultimately, Leidos will support the Navy in unifying its shore-based networks and data management to improve capability and service.
The Proposal Manager is responsible for understanding customer requests and developing accurate, awardable, and executable proposals, planning ROMs, and customer presentations. In this position, you work with various departments throughout our company and internal to the SMIT program to respond to customer contract modification and order requests and manage the end-to-end process from pre-proposal and request receipt through proposal development, negotiation, until award. You are responsible performing or coordinating all activities to complete bids with the exception of pricing and solution development.
The Proposal Manager will directly support the three domains of SMIT, inclusive of MCEN, ONE-Net and NMCI, serving as a core member of the Order and Growth Team. The candidate will support on-contract-growth/sole source efforts for service orders and program modification and project orders and requests. Candidates will be expected to have an understanding of Federal contractor bid and proposal management standard practices. In this position, the Proposal Manager will need to exhibit strong leadership skills, and the ability to work with program and functional teams to drive tasks to closure.
Primary Responsibilities
Participate in strategy sessions on assigned proposals
Lead proposal and other responses to Government requests for standard, low and medium complexity program modifications and projects and as well as standard service order.
Support efforts to enhance standard proposal libraries in support of organization - wide proposal development tools and templates.
Support customer negotiations
Work in partnership with internal teams to develop a solution, proposal, and other required documentation.
Ensure proposals are properly scoped, evaluate assumptions, identify risks, evaluate cost, and ensure responses meet requirements.
Lead proposal review meetings to ensure integration of all proposal activities.
Lead proposal writing and identify subject matter experts that can effectively contribute to responding to proposal requests.
Develop proposal schedule and ensure milestones/tasks are met by internal teams.
Help develop presentation materials for both internal and external needs and ensure consistency and adherence to company’s requirements
Drive teams through all stages of proposal development including BOE and BOM activities, pricing, and submissions
Develop bid budgets and manage efforts within those estimates
Other duties as required
Interpret technical and management requirements of Federal Government solicitations (e.g., RFPs, RTEPs, RFIs)
Oversee/produce schedules, outlines, compliance matrices, proposal kickoffs, and technical solution sessions
Facilitate proposal reviews (e.g., AMU’s, Initial Draft, Red Team) and make ongoing recommendations to ensure compliance and increase proposal scorability
Maintain tight, proactive communication with proposal and business unit leadership to ensure all necessary resources and activities are available to achieve a successful proposal submission
Manage multiple proposal tasks with sometimes rapid turnaround deadlines
Basic Qualifications
BA degree and 8-12 years of prior relevant experience or Masters with 6-10 years of prior relevant experience.
Exhibit leadership qualities required to coordinate and lead meetings with internal and external stakeholders
Strong customer communication skills, with the ability to illustrate a clear understanding of RFPs/SOOs/SOWs
Prior experience in the development and management of federal contract proposals
Strong analysis skills, with the ability to identify and improve processes and determine needs to successfully deliver proposals in short turnaround timeframes
Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment
Utilization of tools such as SharePoint, MS Project, Excel, and Word
Excellent verbal and written communication skills, with the ability to succulently communicate
US citizenship and the ability to obtain a DoD SECRET security clearance
Ability to manage multiple projects simultaneously
Ability to manage geographically disparate teams
Ability to create original content using interview and research techniques
Preferred Qualifications
Currently possess an active DoD SECRET security clearance
Working knowledge of Leidos’ proposal processes and standards
Experience bidding on DON RFPs, especially modifications to existing contracts
Experience with Program/Project Management principles and concepts (WBS, PWS, IMS, RACI, Risk Management)
Prior experience with Navy programs
Considered a Subject Matter Expert in Proposal Management
Government proposal management experience for IT solutions and services procurements
Formal proposal training and/or relevant certifications (e.g., APMP, PMP)
Ability to remain upbeat, positive, and constructive within a dynamic environment operating under high-pressure deadlines
Confidence with additional proposal-relevant software, such as Project, On-Target, etc
Pay Range $94,250.00 - $145,000.00 - $195,750.00
