    The Role

    Lumen is looking for a Director Local Network Implementation located in Florida.

    The Main Responsibilities

    The Director of Local Network Implementation will provide management and direction for the Engineering and Construction organization within the Local Network Implementation Division. 

    The successful candidate will have a positive, collaborative attitude to work across organizations to bring in additional revenue, manage within approved capital and expense budgets, optimize capital expenditure and contribute to improved customer quality and overall network strategic growth.     

    Responsibilities include but are not limited to:

    OSP and ISP Engineering and Construction, internal and contract vendor resource decision-making, and general leadership to determine and define plant requirements and engineering solutions to meet service requirements and accomplish the objectives in the capital construction program.

    Develop and implement innovative process/programs to provide high quality service within established time frames and to meet defined financial criteria.

    Serve as the market lead and interface on all engineering and construction matters helping to ensure conformance to established practices and procedures for Engineering and Construction in the market.

    Essential Job Functions:

    • Manage and administer the engineering and construction activities to provide an efficient operation to provide quality service in a timely manner.
    • Prepare plans and specifications on all projects within the market to support the development of the capital budget.
    • Provide LNI engineers guidelines and direction on designs and plans to evaluate and implement new services, technologies, and products within established standards.
    • Manage and supervise the development and maintenance of engineering and construction cost analysis to provide the basis for engineering and construction estimates and contract awards on a Market level.
    • Ensure the plans and specifications created by LNI support approved business strategies and provide a platform that supports future service requirements, ensuring Lumen System Practices are communicated and adhered to.
    • Stay abreast of industry issues and technologies through continuing education and actively participate in state and local industry committees/forums.
    • Manage and supervise staff by appraising performance, training, administering salaries, and communicating department objectives.
    • Collaborate, partner and support all organizations within the region and national staff in the operations of the area to achieve established objectives.
    • Manage strict adherence to Capital and Operating budgets.

    What We Look For in a Candidate

    • Bachelor's degree in Engineering or related field or the equivalent in training and experience.
    • Minimum 7-9 years inside & outside plant experience in telecommunications with in-depth knowledge of ISP/OSP equipment, designs, construction/installation or the equivalent in training and experience.
    • Strong leadership, collaboration and communication skills are required to work cross-functionally, with bargained for and non-bargained for personnel, contractors and external vendors.
    • Comprehensive knowledge of network topologies spanning switching, access, and transport portions of the network.
    • Working knowledge of regulatory rules on a national and state level.
    • Perform analysis and comparisons of technical information and the ability to prepare written and oral reports to read out the findings.
    • Working knowledge of and the ability to perform economic analysis including internal rate of return analysis, discounted payback period, net present value, profit index, buy-vs.-lease analysis, cost-benefit analysis, and breakeven analysis.
    • Excellent written and oral communication skills.
    • Self-motivated, quick learner and able to manage multiple projects at once.

    This position is eligible for either short-term incentives or sales compensation. Director and VP positions also are eligible for long-term incentive.
