    The Role

    This position is responsible for the planning and implementation oversight of Lumen’s robust, carrier-class metro edge network. The Metro Edge Planning Manager is a full-time position within Lumen’s North American Planning & Access Management team.

    This person must be a strong leader who is able to work cross functionally with executive leaders. Their success in planning and execution will allow Lumen’s network to grow. Planning’s mission is to manage network capital and expense spend to drive profitable revenue, positive EBITDA, and free cash flow.
     

    The Main Responsibilities

    • Capability of understanding and communicating complex technical concepts to non-technical individuals
    • Direct and lead 10-15 direct reports to achieve goals
    • Manage within capital budget and drive network transformation
    • Ability to manage multiple large complex projects that require cross-organizational coordination to achieve results
    • Facilitate and drive transformational change across multiple disciplines and functional organizations
    • Effectively communicate and partner with all levels of the organization, including cross-functional
    • Responsible for talent development through empowerment, driving a “culture of learning”, and actively engaging in employee’s development opportunities
    • Ability to grab on to and enable a culture of accountability (See it, Own it, Solve it, Do it!)
    • Other duties as assigned

    What We Look For in a Candidate

    •    Support all Lumen business units and affiliates while having full responsibility for a defined territory and being accountable for ensuring the customers within their territory have a best-in-class experience with Lumen.
    •    Ensure Metro Edge Network element capacity requirements are met with the highest quality and most efficient cost structure
    o    Define and implement a market level strategy that considers both shorter term capacity needs and long term (3-5 year) product and technology transformation.
    o    Support various functional disciplines including HSI (high speed Internet), OSP (outside plant), transport/ISP (inside plant), data, inter-building cabling, building riser cabling, radio and wireless.
    •    Build and maintain a high-performance team:
    o    Hire and retain talent in the correct roles
    o    Set team and direct report performance management goals, monitor progress, and provide monthly feedback as well as mid-year and end of year feedback via the formal feedback review processes utilizing peer teams for calibration across organizations. Allocate performance-based budgets as appropriate
    o    Delegate and hold direct reports accountable
    o    Empower direct reports to make decisions, act, and take appropriate risk
    o    Ensure work function volumes and skills are in direct alignment with staffing levels for both current and forward-looking views. Where there is misalignment, put together staffing proposals to leadership
    •    Build and maintain relationships with key stakeholders:
    o    Internal teams such as A&E, service assurance, regulatory, service delivery, product management, etc
    o    External teams such as vendors, outside consultants, industry partners, etc. 
    •    Drive network quality and process/people efficiencies:
    o    Oversees network capacity trends to understand current network capacity concerns, solutions, costs, and recommendations; communicates concerns and issues to the leadership team to help them understand future actions, optimization, network augments, etc.
    o    Drives discussions with direct reports to identify and resolve process and system issues/inefficiencies
    •    Drive and track key project deliverables to ensure the Metro Edge network is updated, life cycled, etc to continue to increase quality/remove cost where possible
    •    Remains up to date on the latest industry developments by subscribing to industry journals, attending industry conferences; analyzing competitor products and services; interacting with customers; networking with industry professionals; and remaining flexible & open to change to see where trends are going
     

    What to Expect Next

    Qualifications:
    Required:
    •    Typically 7+ years related experience and a bachelor’s degree OR 5+ years related experience with master’s degree.
    •    4+ years inside & outside plant experience in telecommunications with in-depth knowledge of ISP/OSP equipment and designs or the equivalent in training and experience
    •    Demonstrated capacity to focus and deliver on objectives in a dynamic, multi-faceted, fast-paced environment
    •    Exceptional ability to work effectively in groups with disparate priorities and operational targets
    •    Demonstrated ability to influence and collaborate across organizational boundaries
    •    Excellent interpersonal, verbal and written communication skills
    •    Demonstrated strong leadership capabilities including setting vision, accountability, integrity, humility, empathy, coaching, and mentoring
    Preferred:
    •    Master’s in Business or MS in Computer Science or Engineering
    •    Comprehensive knowledge of network topologies spanning the access, transport, and data portions of the network, including working knowledge of the features, functions, and applications.
    •    2-3 years’ experience with cost savings initiatives and capital budgeting
    •    Lean/Six Sigma belt certification
    •    Project Management experience with PMI certification
    •    Demonstrated experience in developing, operating, and optimizing operational processes to deliver on operational and/or financial objectives
