ManTech is seeking a candidate to lead a small high-performing team that provides program management advisory and analysis support through a Federal Government research and development (R&D) organization's Program Support Office (PSO). Candidate will be an integral part of a fast-paced PSO that provides matrixed support to multiple R&D program managers. As the ManTech PSO Team Lead and Program Management Subject Matter Expert, the candidate will interface and work closely with the team, government leaders, and program managers to understand current issues and challenges and assist with planning, management, and execution of R&D programs, projects and activities to support the efficient delivery of R&D solutions. A successful candidate must have out-of-the-box/critical thinking skills, a proactive/take-initiative attitude, a willingness to learn, contribute, and speak up, and be able to build consensus among diverse stakeholders and work in multidisciplinary teams.
General responsibilities:
Leads the PSO Team to provide and ensure quality and timely program management support services. Establishes and maintains technical and financial reports demonstrating task order progress. Oversees successful contract/task order completion and delivery of contractual tasks and reports.
Provides direct support on PSO Director-assigned tasks across the core service areas: Operations Support, Consulting Services, Governance Support, and Learning and Skill Development. Provides guidance on the functional procedures/processes/policies reflecting detailed knowledge of core service areas. May lead in-depth research in support of studies and analyses.
Provides insight and advice concerning strategic direction and applicability of current, industry standard or innovative solutions based on in-depth understanding of the latest developments relevant to core service areas.
Responsible for providing high level vision to program/project manager or senior leadership to influence successful achievement of objectives of complex efforts.
Serves as point of contact for the Contracting Officer's Representative (COR) and Contracting Officer (CO). Performs day-to-day management of contract execution, possibly involving multiple groups of personnel at multiple locations.
Assists R&D program managers in monitoring the execution of their programs through review of program management plans and program status briefings. Provides feedback on plans of action and milestones in collaboration with R&D program managers.
Reviews program/project management cost, schedule, and performance baselines and technology roadmaps for impact on deliverables and capability transitions to DHS customers.
Advises R&D program/project managers on Business Process Flow constructs (Processes, Activities, Decision Points, and Procedural Guidance) that can be leveraged to facilitate program/project actions across the initiation, planning, executing, monitoring/controlling, and closing phases of a R&D program/project.
Assists in the development of milestones and success metrics, reviews solutions delivery approaches, and facilitates outreach to utilize organizational matrixed partners.
Assists the R&D program/project manager in best practice implementations for tracking cost, schedule, technical performance, and knowledge product or technical capability transitions.
Supports the development and/or refinement of governance frameworks related to program/project management, risk management, and performance metrics reporting.
Reviews risk management plans, risk registers, and risk mitigation strategies/plans for completeness and compliance with DHS governance processes.
Assists in the development of organizational strategic and procedural program management guidance documentation related to Business Process Flow, Program Management Guide, Portfolio Review Plans, Directives, Policies, Procedures, and Instructions.
Assists the R&D program/project manager in coordinating and establishing entrance/exit criteria for Program Management Reviews, In-Progress Reviews, and other key technical interchange meetings.
Drafts correspondence, reports, white papers, minutes, spreadsheets, communications products, briefs, and other program management related review documentation. Maintains and tracks meeting action items.
Supports the development of training materials and templates/tools in accordance with program and project management best practices, relevant internal and external directives, and the Program Management Improvement Accountability Act (PMIAA).
Maintains currency of program management materials in the Government's process asset library and in the Program Management Resource Center where program managers can access useful information related to program/project management.
Skills and Clearance Requirements
Advanced Degree with 15 years of relevant experience or Bachelor's Degree with 20 years of relevant experience required.
Experience and skills related to federal acquisition and R&D are required. DHS experienced is preferred. A PMP or related certification is a plus.
This position requires demonstrated initiative, sound judgment, effective decision-making, the ability to plan and organize work, excellent oral and written communication skills, and superior customer interface skills with senior levels of management.
Requires a detail-oriented self-starter with a proactive/take-initiative attitude, experienced in supporting senior Government leaders and other technical/business professionals in a fast-paced, dynamic environment.
Requires out-of-the-box/critical thinking skills; a willingness to learn, contribute, and speak up; the ability to build consensus among diverse stakeholders; and work in multidisciplinary teams.
Advanced skills in Microsoft Teams, Word, PowerPoint, Excel, Outlook, and SharePoint are required.
Experience with 508 compliance requirements and other federal regulations for online content and accessibility is required.
A current Department of Homeland Security Background Investigation is required.
A Secret clearance and a favorable background investigation conducted within the last six years are required.
