Senior Data Analyst Ft. Detrick, MD • Provide programmatic & operational support consisting of the full range of programmatic, financial, budget, schedule development and management, contract and risk analysis • Draft fiscal year spend plans and application funding to follow-on and new project efforts • Analyze performer progress against financial and operational milestones and project deliverables • Develop program oversight techniques and plans for the review and monitoring of the prime contractor performance • Provide technical review of white papers and proposals and provide feedback to the Operations Chief, PMs & CORs • Draft procurement paperwork such as, Statements of Work, Independent Government Cost Estimates, Analysis of Alternatives, Determination and Findings, Best Procurement Approach Determinations, Appropriateness Reviews, Balance Workforce Strategy and Determinations, and change orders; track purchase request package progress and interact with financial and contracting personnel to ensure proper completion • Draft strategic, programmatic, and technical content for client briefings • Create and maintain electronic and hardcopy documentation for each project as required • Track project progress, both technical and financial; review monthly progress reports, final reports and scientific journal manuscripts • Provide documentation and track sensitivity, foreign disclosure, and export control, such as International Traffic in Arms Regulations (TAR), and Export Administration Regulations (EAR) reviews of performer products • Respond to tasking's from Operations Branch, ONL, RDP and S&T as required • Attend performer meetings and interagency meetings • Serve as a liaison and reliable resource on client programs, Operations Branch mission strategy, and initiatives to other Division Offices, Directorate Offices, and other government agencies in areas of assigned responsibility • Schedule and arrange meetings as may be required (e.g., quarterly and annual performance assessment of the National Biodefense and Countermeasures Center FFRDC Contract, Progress Review meetings) locally and off-site, including logistics such as meeting rooms and teleconferences • Perform general office duties such as printing, filing, copying, and compiling • Manage complex engineering or technical efforts that may involve multiple facets of an engineering discipline • Experience in direct supervision of major efforts in the analysis, design, development, integration, training, testing, documentation, and implementation of complex systems • Familiarity, proficiency, and experience with all DHS acquisition guidance, such as with the Acquisition Lifecycle Framework (ALF) as defined in the DHS Acquisition Management Instruction 102-01-001, Revision 01 (3/9/16) • Possesses team management and leadership skills to utilize Project Management Office support staff efficiently in accordance with identified priorities and resources • Produce timely and accurate reports, responses to inquiries, development of client-driven requirements and deliverables • Proficient in multiple writing formats such as narratives, reports, memos, presentation materials, and the like • Ability to work collaboratively with all ONL team members • Familiar with Microsoft office suite of programs, especially MS Project, Excel, and WordnnBA/BS relevant field • 10-plus years' experience Must have TS/SCI Please note many of our positions require the ability to obtain/maintain a security clearance.
