Senior Engineer Greenport, NY Provide project management, project controls and acquisition and oversight support for the Plum Island Closure & Sale (PICS) Program, including: • Manage the program cost estimate, schedule and risk register • Support the development of detailed scope packages for individual projects within the program • Provide acquisition planning services to support new contracts that may be necessary to execute the PICS program • Provide integration support between DHS HQ staff (e.g., OCRSO, ASD) and the PIADC staff • Assist with the interface to GSA to help ensure the PICS program is aligned with GSA • Assist with the oversight of any contractors hired to execute PICS scope Provide technical support in support of the following: • Disposal Process: Site-specific advice on GSA property disposal requirements and procedures, and sale regulations • Environmental Compliance: Policy and technical advice on environmental cleanup and stewardship responsibilities related to federal contamination on closure site (PIADC); discussions with regulators on how to integrate cleanup and redevelop plans to expedite site reuse • NEPA Analyses: Preparation of environmental assessments for closure activities • Community outreach and engagement strategies, moderating public meetings, performing reuse proposal analyses and briefings • Real Estate Issues: Reviews of proposed site closure and sale documents, restrictive easements, environmental land use controls, and other property transfer conditionsnnPlease note many of our positions require the ability to obtain/maintain a security clearance.
