Basic Purpose
Analyze enterprise-wide technology for potential risks and gaps and provide support to First Line of Defense on technology resilience strategies including oversight and effective challenge on recovery objectives. Ensure Navy Federal teams, products, and technology platforms are prepared to respond to technological business disruptions and remain resilient per the enterprise risk appetite.
Responsibilities:
• Serve as the senior resource/liaison to collaborate with other 2nd line of defense functions overseeing cyber and technology as well as 1st line of defense functions within Information Services, Digital, and Information Security leadership to develop technical requirements and ensure technical recovery strategies meet regulatory requirements and business objectives
• Provide oversight on technology aspects of business functions and processes according to the three lines of defense model
• Provide advisory support to first line of defense on technology resilience strategies
• Perform targeted assessments of technology and challenge (Cyber, IT DR, IT Availability) plans, playbooks, and procedures developed by the first line of defense
• Develop and implement continuous improvements resulting from lessons learned during resilience related tests, exercises, simulations and real events
• Partner with Information Security during Cyber incidents; note findings and making recommendations
• Analyze, monitor, and measure impact on, and risk to, essential technologies to identify acceptable recovery time periods and resource requirements
• Collaborate with 2nd line of defense, Internal Audit (3rd line of defense), and first line of defense technical Subject Matter Experts (SMEs) and management regarding all aspects of Business and Technology recovery planning and testing
• Participate in 1st line of defense cyber and technology exercises; ensure recovery implications are integrated into design and execution
• Assist in the development of metrics to monitor continuity of business and operational resilience readiness and prepare reporting to key stakeholders
• Lead the planning and facilitation of Business Continuity testing, training, & exercising
• Ensure new technology and technical solutions meet recovery requirements; Act as enterprise resiliency POC, attending Design Review Board, Architecture Review Board, and similar forums
• Develop policies, 2nd line of defense procedures, and standards specific to technology resiliency
• Stay abreast of current and developing industry practices, trends, and technology
• Track to closure remediation items identified in exercises, collaborating with technology teams to design new processes and policies that close gaps
Qualifications and Education Requirements:
• Bachelor’s Degree in Information Technology, Business Administration, or related fields
• Advanced knowledge in resilience and recovery principles and processes, to include up to date knowledge of current technology solutions, including Cloud and hybrid third party solutions
• Experience in First or Second Line of Defense technology, disaster recovery, and/or IT/Business Risk Management related experience
• Advanced knowledge and understanding of data center operations and telecommunications networks
• Experience in performing technology assessments and acting in an advisory capacity for creation of technology plans, playbooks, and procedures
• Experience in distinguishing business relevant risk associated with technology control deficiencies identified via recovery exercises or control assessments, and to identify corresponding remediation efforts required to reduce business impacts
• Advanced research, analytical, and problem-solving skills, including exercising initiative and good judgment
• Experience in researching, interpreting, and applying regulations
• Ability to assimilate and simplify complicated issues and present findings/conclusions clearly and concisely at all levels of the organization, including senior leadership
• Experience in DR, IT service continuity, cyber incident response/recovery, or business continuity (BC) program activities
• Effective interpersonal, verbal and written communication skills
• Advanced skill using PCs including word processing, spreadsheet, database, presentation and project management applications
• Ability to work independently and in a team environment
• Advanced skill building effective relationships through rapport, trust, diplomacy and tact
Desired Qualifications and Education Requirements:
• Certified Business Continuity Professional (CBCP), Certified Cyber Resilience Professional (CCRP), Certified Information Systems Security Professional (CISSP), Certified in Risk and Information Systems Control (CRISC)
• Experience in the Fusion Framework System or other automated business continuity planning tool
• Experience in Everbridge Mass Notification or other automated emergency notification system
• Knowledge of Navy Federal products, services, policies, and procedures
Hours: Monday - Friday, 8:00AM - 4:30PM | May travel to and work at various Navy Federal locations as required.

Salary: $95,600 - $163,500

*Navy Federal is now hybrid! Our standard enterprise requirement for a hybrid schedule is to report onsite 4-16 days each month.
