Northrop Grumman's Cyber and Information Solutions (C&IS) Business Unit has an immediate need for a Senior Manager of Business Development. This Business Unit is responsible for programs supporting multiple, primary-member agencies within the DoD, Intelligence Community (IC) and other customers. Our vision is to be recognized as the leading provider of integrated intelligence systems and solutions supporting DoD and national security objectives.

The Senior Manager of Business Development will serve as the lead business development executive and will perform the tasks essential in the identification, qualification, and capture of new business opportunities. The selected candidate will be responsible for leadership of all business development opportunities consistent with the organization's strategic and operational plans with focus areas that include - collection systems, artificial intelligence and machine learning, autonomous Airborne ground stations, and special/secure communications

He/she will also be tasked with building and maturing the new business pipeline with responsibility for qualifying, pursuing and capturing major ($100+ million dollar) program opportunities. The successful candidate must be proactive and execution oriented in his/her approach toward business development. He/she must have a strong understanding of Business Development Operations to ensure that "tier 1" BD institutional discipline is achieved and is persistent within the organization. He/she must be capable of broad, strategic thinking with respect to emerging customer needs, competitive positioning, and requisite capabilities, with the ability to guide the organization towards the strategic and tactical actions necessary to optimize Pwin. In doing so, the Senior Manager will develop and execute growth strategies, manage the new business pipeline, identify new business opportunities, establish pursuit priorities and develop and execute successful capture plans to include capture leadership, coordination and communication.

The Senior Manager, BD, will also be responsible and accountable for Capture and B&P resource allocation to ensure that resources are allocated / managed in an optimal manner, and that budgets are adhered to.

Qualifications

Basic Qualifications

  • Bachelor's degree and active TS/SCI security clearance
  • 10 years of experience working with IC/DoD customers
  • Relationships within the customer community spanning the Intelligence Community, particularly within the NoVA area as well as with industry partners
  • Thorough knowledge of government procurement process (traditional and non-traditional) and proven credentials across all phases of the Business Acquisition Process (identification, qualification, capture, bid, and keep sold activities)
  • Demonstrated understanding and experience with capture processes and activities
  • Experience growing and prosecuting a diverse new business pipeline
  • Demonstrated experience in business marketing/coordination and submission of responsive and compelling proposals, effective federal contract negotiations, appropriate/applicable interpretation of federal contract terms and conditions, issue identification, risk mitigation and ensuring post-win customer satisfaction

Preferred Qualifications:

  • Master's degree and/or technical background in collection and non-kinetic effects systems, AI/ML, and restricted collection and communications capabilities
  • Demonstrates understanding of JADC2 initiatives
  • Experience with SIGINT collection and non-kinetic effects systems
  • Experience with technology productization and marketing
  • Knowledge of Northrop Grumman internal processes, procedures, and organization
