The Rolling Meadows site is seeking a Mission Assurance Manager 3 to lead the Production Quality Assurance team. This position will report to the Director of Quality & Mission Excellence (QME) for the Rolling Meadows site.

As a senior manager, this leader will enable high performing teams and will be responsible for executing, monitoring, and reporting on the health and quality of products and services. The position requires the manager to act as thought-leader and requires a candidate with strong leadership presence and decision-making skills with the ability to lead in an environment of ambiguity and continuous change.
The position requires a solution-based orientation, while maintaining unwavering ethics and values, and the demonstrated ability to be a trusted partner. Candidates must demonstrate a proven track record of solving complex problems through systematic and objective evaluation of information resulting in effective communication, championing, and implementation of change with a diverse set of internal and external customers. The candidate must drive and implement industry practices and strategies to improve quality, cost, schedule, and technical performance.
The candidate shall have the ability to integrate, engage and lead a quality team to perform at a top level of performance, while driving improvement in team dynamics. The candidate will be expected to drive quality processes throughout the entire organization along with leveraging their experience/background to bring alternative ideas/solutions to drive continuous improvement of business processes and key elements of mission assurance, including risk management to optimize the reliability and maintainability of program deliverables. The candidate will be required to have very strong collaboration skills, partnering cross-IPTs/cross-discipline/cross-function.
The ideal candidate will have a strong knowledge of developing and implementing quality best practices across the Program Life-Cycle, along with a broad knowledge of end-to-end program lifecycles in a DoD environment, and hands-on experience managing the quality processes in every phase of a technical program from proposal activities through product delivery and site installations of systems.
Primary Responsibilities:

  • Responsible for leadership of Receiving Inspection, Manufacturing Inspection, Factory Quality, and Program & Mission Assurance at the Rolling Meadows site.
    • Oversees methods and procedures for inspecting, testing, and evaluating procured material for adherence to standards, to reduce cycle time, and to prevent escapes to the production floor.
    • Supports the development, modification, application, and maintenance of quality evaluation and control systems for in-process materials and finished product.
    • Oversees issue identification through robust data analysis of failures on the production floor. Subsequently, identifies root cause(s) identification and corrective actions. Sees corrective actions through implementation by working cross-functionally and verifies effectiveness.
    • Supports the Business Acquisition Process by participating in proposal reviews and providing status proposal activities, assessing program start-up readiness, and monitoring and reporting on adherence to quality standards during program execution.
    • Sets the quality strategy to meet customer's expectations and regularly communicates program quality status both internally and externally through data driven, statistically process controlled metrics.
    • Conducts and supports site-wide audits to ensure compliance. Subsequently, drives root cause and corrective action implementation for any deficiencies.
  • Leverages comprehensive metrics, customer and employee feedback to assess program performance & risk identification, and determines resource allocation to ensure mission success.
  • Promotes the professional development of the QME workforce and fosters a collaborative culture that sustains the momentum around employee engagement and inclusion, affordability, innovation, value growth, and continuous improvement.
  • Provides clear assignments, helps employees connect their efforts to the bigger picture, creates an inclusive work environment characterized by mutual respect and the valuing of differences, and builds a culture that motivates employees to their highest levels of performance.
  • Influences employee development with the focus on strong succession planning and strategic leadership movement, and partners to build the leadership depth.

Basic Qualifications:

  • Bachelor's degree with a minimum of nine (9)+ years of relevant work experience OR a Master's Degree with seven (7)+ years of relevant work experience.
  • Minimum of five (5)+ years of leadership experience
  • Experience with Quality Management Systems
  • Ability to communicate, manage and achieve Rolling Meadows site and NGMS sector tactical and strategic goals.
  • Experience with problem solving techniques to determine Root Cause and Corrective Action (RCCA)
  • Experience in disciplines such as mission assurance, quality, program management, engineering and/or manufacturing
  • Personnel management experience (IPT leadership or direct-line management)
  • Demonstrated ability to apply strong analytical skills
  • U.S. citizenship with the ability to obtain and maintain a Department of Defense Secret clearance

Preferred Qualifications:

  • NG QMS familiarity (PrOP, AS9100D, and customer flow-downs)
  • Experience with Customer interactions, including DCMA
  • Lean/Six Sigma experience
  • Financial planning, budgeting, and earned value experience for both proposals and program execution
  • Demonstrated understanding of the program / product lifecycle in the areas of new business pursuit, design, supply chain management, receiving operations, inventory control, production control, product test & evaluation, reliability, root cause analysis, product sell off, shipping and product support (as they apply to quality)
  • Defense Industry experience as a Program or Project Manager, Quality Manager, Engineering Manager, or Manufacturing Management
  • Lean/Six Sigma Green or Black Belt certification to drive continuous improvement.
  • Agile Experience

MAQEA

Salary Range: $148,300 USD - $222,500 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
