NGSP/PGS Division is seeking a Program Manager for the Enhanced Polar System (EPS) Control and Planning Segment (CAPS) Sustainment (ECS) and the EPS Replenishment (EPS-R) CAPS programs. The selected candidate must have the ability to coordinate and monitor an extensive set of engineering, development, test, logistics, sustainment and modernization activities, including the contributions of multiple teams supporting from different geographic locations. This position will be responsible for the management and oversight of these programs reporting directly to the Mission Control Systems (MCS) Operating Unit (OU) Director. Primary responsibilities include, but are not limited to:

  • Manage all program activities and lead program review sessions with internal and external customers to deliver cost, schedule, and technical performance.
  • Participate in the negotiation of contract and contract changes.
  • Coordinate the preparation of business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
  • Identify/develop new business opportunities with the customer.
  • Establish milestones and monitor adherence to master plans and schedules
  • Identify program problems and obtain solutions, such as allocation of resources or changing contractual specifications.
  • Direct the work of employees and subcontractors assigned to the program from technical, operational and administrative areas
  • Manage significant subcontractor and internal work order (IWO) activity
  • Oversee the performance of geographically separated teams
  • Provide the primary interface to high level customer personnel
  • Serve as a key interface to Northrop Grumman executive leadership to include facilitation and reach back to other parts of Northrop Grumman possessing skills, technologies, or expertise beneficial to the program.

Basic Qualifications:

  • Bachelor's Degree in Engineering, Business, or related fields
  • 10 years of combined work experience relevant to technical, functional, program management or major IPT leadership; 5 years of management experience
  • Qualified candidates must have a background in Ground Systems Development, Fielding and Support and/or large-scale enterprise systems engineering and integration to include proven experience in software development and systems engineering, integration, and test.
  • Security: DOD Top Secret or SCI
  • Willing to travel approximately 10% of the time
  • Proven experience in managing geographically separated teams

Preferred Qualifications:

  • Proven experience in managing subcontracts and IWOs
  • Proven experience running Agile Earned Value Program
  • Supported programmatic efforts where associate contractors are an important part of success
  • Experience working in system-of-system engineering and integration efforts
  • Practitioner of NG's business acquisition process
  • Proposal preparation and leadership experience
  • Master in a related technical field and/or Master of Business Administration

Salary Range: $171,000 USD - $256,400 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
