Northrop Grumman Mission Systems is seeking a Manager of Supply Chain 3 to support the Emerging Capabilities Development (ECD) organization. This position will be located in Linthicum, MD with Part Time remote work available.
The Global Supply Chain Manager 3 will report to the Director of Global Supply Chain for the BWI site. The selected candidate will be the responsible GSC leader for ECD with responsibility for program excellence in all phases/facets of the program lifecycle (capture/proposal, strategy, material finance/CAM management, and execution). The selected candidate will be a high performing, experienced supply chain leader who is goal-oriented and well equipped to partner with a wide range of internal stakeholders and able . To do this, they will leverage a solid understanding of the Global Supply Chain and be knowledgeable in the engineering, contracts, manufacturing, information technology, and mission excellence areas and how they impact delivery of supply chain materials and services. The selected candidate will have a proven ability to engage with suppliers to resolve schedule and quality issues, contracts, negotiate pricing, etc., as well as knowledge in compliance areas.
Responsibilities:
Responsible and accountable for the capture/proposal, strategy, material finance/CAM management, and execution of all material and services content for ECD.
Acts as the main focal point for the Program Management Office (PMO) and ECD Engineering for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers.
Leads supply chain program execution and is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution.
Implement strategies and actions to ensure timely delivery of materials and subcontract services in support of program and engineering development needs
Drive continuous improvements in supply chain/subcontracts related processes via collaboration with other functions, programs, engineering and the extended supply chain
Ensure compliance with the wide range of regulatory and other requirements and achieve supplier diversity requirements
Responsible for activities and knowledge within multiple disciplines across the Supply Chain process. Participates in various aspects of supply chain process areas: Supply Chain-Plan, Supply Chain-Source, Supply Chain-Make, Supply Chain-Deliver as well as Supply Chain-Operations. Exhibits end-to-end supply chain competency and manages one or more Supply Chain functions (Planning, Sourcing, Small Business/Disadvantaged Programs, Supplier Quality, Warehouse & Transportation, Analytics, Compliance, Systems, etc.).
Basic Qualifications:
Bachelor's degree with a minimum of 9+ years of experience in Supply Chain Management or related field
Minimum of 5 years of leadership experience
Ability to obtain DoD Secret Clearance
Must be able to work on-site in Linthicum Md.

Preferred Qualifications:
Post-graduate degree in Supply Chain or other related field
Demonstrated experience developing and growing teams and shaping a performing culture
Demonstrated success in managing large, complex programs and/or organizations
Experience managing managers
Experience in working with capture teams in developing and submitting competitive and compliant major proposals, including teaming strategies and complex subcontracting strategies
Experience with a broad range of supply chain issues including risk management, terms and conditions, negotiations, contract types (fixed price and cost type), and post award management
Rigorous knowledge of metrics, performance tracking, Earned Value Management and data integrity
Strong communications skills with the ability to lead, influence, and collaborate with a diverse set of stakeholders

Salary Range: $134,800 USD - $202,200 USD
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
