Northrop Grumman Space Systems sector is seeking a Senior Principal Supply Chain Business Operations/Compliance Specialist to join our team of qualified, diverse individuals. This position is on the GSC Compliance team and may be located in one of the following locations: Dulles, VA or Gilbert, AZ. There will be 10% travel required between multiple sites and locations.

Candidate must have experience in Global Supply Chain roles. Position required coordination and collaboration with key stakeholders to include, but not limited to, Contracts, Engineering, Quality, Strategic Sourcing, Planning, Operations and Program Management. Prior hands on management of suppliers/subcontracts for both US Government and non-US Government programs.

Responsibilities:

  • Performance of Pre-Award Reviews of cross section of files over the Simplified Acquisition Threshold
  • Performance of Post Award Reviews of a cross section of files over $30K-$750K
  • Performs CPSR data collection in accordance with a common format across all ERP systems
  • Compiles monthly peer review metrics to assist in spotting training needs and areas of risk
  • Performance of quarterly DACO report metrics below $750K and post award follow up on post award activities
  • Leads, guides and supports Division, BU or local resources on peer review matters with a consistent systemic approach to "compliance"
  • Support Contracts Flowdown Activity in coordination with Contracts
  • Performs and supports additional spot audits
  • Participates in Sector Compliance CoP for Division
  • Assists with identifying need for conflicts with lower level PrOP (Division of BU)
  • Assists in identifying/supporting supplemental training needed at Divisions/Bus
  • Supports CPSR Audits

Successful candidate must remain up to date in FAR/DFARS regulations, Terms and Conditions, sector procedures, develop in-house programs and practices to identify development needs, including preparing personnel for positions of increasing responsibility and increasing personnel effectiveness in present assignments. SAP or Costpoint systems knowledge a plus. Collaborations with other members of the NGSP GSC Compliance team is a must.

Basic Qualifications:

  • Bachelor's degree with 10 years' experience, Master's degree with 8 years' experience or a HS diploma/equivalent with 14 years' of experience in Compliance, Price/Cost Analysis, Project Management, Proposals, Accounting, Finance, Procurement or Subcontracts
  • Knowledge of the government regulations FAR and DFARS
  • Must possess good oral and written communication skills
  • Functions well in a team environment
  • Ability to multitask within a dynamic environment is critical
  • Significant understanding of US Government and non-US Government/Commercial contracting
  • Experience in Procurement/Subcontract package audits
  • Familiarity with Government Contractor Business Systems audits
  • Experience in developing and delivering training that ensures compliance
  • Ability to obtain and maintain a DoD Secret Security Clearance as needed for the business
  • Working experience with Microsoft Office (Specifically Excel and Word)

Preferred Qualifications:

  • Excellent oral and written communication skills
  • Excellent problem solving and organizational skills
  • Experience with all public law requirements, Terms and Conditions, Contract Instruction and Program Addenda
  • Experience in company operating element command media
  • Experience in Contractor Purchasing Analysis and Compliance Evaluation (PACE) process
  • In depth working knowledge of FAR/DFAR and general contract law principles
  • Knowledge of SAP/Costpoint
  • Previous experience developing metrics
  • Knowledge of cost accounting standards, generally accepted accounting principles, and accounting/proposal auditing techniques
  • Previous experience supporting cross functional teams

Salary Range: $89,800 USD - $155,900 USD

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
