    Position summary

    ROLE SUMMARY

    The External Supply – China Operations Lead (Secondment) will have overall accountability and responsibility for the business performance -  supply, compliance and financial - of local China based Contract Manufacturing Organizations (CMOs) who supply finished Pfizer medicines in China.

    They will provide strategic direction to existing External Supply Virtual Site Operations teams (VSOT) in overseeing the business relationship with a portfolio of Sterile Injectable, Biologics and Solid Oral Dose CMO partners based locally within China. For supply from outside of China, they will act as the key local ES point-of-contact for other VSOTs who manage such CMOs globally

    The ES China Operations Lead will interface at senior level with Pfizer Global Supply (PGS) matrixed organizations and with China Commercial Business Unit to ensure the sustainable quality, compliant & safe supply of multiple Products from a network of local China CMOs.

    ROLE RESPONSIBILITIES

    The incumbent is accountable for the overall performance of a portfolio of local CMOs who supply finished Pfizer medicines in China

    Their responsibilities include, but are not limited to:  

    • Providing leadership and direction to the existing China based ES Operations Leads and Virtual Site Operations Teams that are responsible for managing supply of various medicines from  a portfolio of local Drug Product CMOs
    • For supply from outside of China, they will act as the key local  point-of-contact and ES representative for other VSOTs who are managing such CMOs around the globe
    • Establishing the necessary macro-level CMO strategies and network direction for the ES Emerging Markets & China team, inclusive of overall supply and net income benefit strategies
    • Ensuring the cross-functional oversight and compliance of CMOs is followed to ES standards of Quality, EH&S, Cyber etc
    • Accountable to manage and provide operational and business & contractual relationship oversight for a network of CMOs through use of Virtual Site Operations Teams (VSOT) & Integrated Manufacturing Excellence (IMEx) principles
    • Accountable to support and deliver for PGS on Business Development activities and transactions that involve local China CMO partners – including advancing localization strategies in partnership with PGS BD, GSC and China BU teams. 
    • Responsible for CMO strategy development that meets short and long-term Business needs working in conjunction with multiple stakeholders – with strong engagement with PGS Network Design & Performance. This includes driving sourcing options that provide overall business & wider PGS benefit.
    • Leveraging IMEX, implement governance practices to lead a group of ES Operations Leads & partner functions to deliver on supply, quality and compliance and financial performance of CMOs. This includes ensuring timely supply and executing product launches to meet customer requirements and cost savings initiatives (i.e., Op Ex). This also includes implementing corrective actions to improve supply and key metrics.
    • Partner effectively with matrix teams of functional subject matter experts such as Product Portfolio Leads, GSC, GTE, EHS, ES Quality, Finance as well as building strong collaboration with peers in the PGS Operational Units to ensure best outcomes for PGS utilizing the internal/external network.
    • Attract, develop, motivate, and coach colleagues to effectively manage through a matrix operations team approach. In doing develop strong technical and business savvy colleagues that provides talent levers for Pfizer and PGS growth.
    • Engage in the preparation of strategic plans within the ES Emerging Markets & China Leadership Team and lead execution of these plans and overall ES Strategic Pillars accordingly
    • Establishing and ensuring all net income benefit strategies are met to the satisfaction of internal and external auditors.
    • Leading the interface with key global senior internal and external stakeholders (this includes external agencies, communications office, Pfizer leaders etc..) in regards to  supply, audits, enterprise subject matter expertise etc.
    • Interfacing with ES New Product and Global Launch teams for commercialization transition of new product launches and localisations. This includes leveraging the External Supply operating model to ensure the successful transition from launch through commercialization

    BASIC QUALIFICATIONS

    Bachelor’s degree in Bio/Chemical engineering, Bio/chemistry, Biology, Business or a related discipline; Masters or PhD strongly preferred

    Minimum of 15 years of professional experience within pharmaceuticalmanufacturing environment; ideally with more than 5 years in a team leadership capacity

    Strong business & financial acumen with manufacturing and supply chain experience

    Fluency in English and in Chinese

    Strong and demonstrated knowledge and understanding of contract manufacturing models and operations

    Excellent communication, interpersonal and presentation skills

    Strong analytical skills and problem-solving abilities

    Ability to navigate and operate in dynamic, multicultural and matrixed environment

    Demonstrated ability to

    • effectively lead and execute within a matrix organization
    • interact effectively with colleagues at all levels of the organization, including senior internal and/or external personnel on matters often requiring coordination between organizations
    • adapt to changing priorities, meeting deadlines, and working well under pressure.
    • develop solutions to complex problems which requires the use of ingenuity, innovation and creativity.

    PREFERRED QUALIFICATIONS

    Experience in more than one manufacturing technology – Biologics, Sterile Fill-Finish, Solid Oral Dose, Packaging, API - is highly advantageous

    3+ years negotiating complex supply agreements in a global business environment

    Experience working for a large Multinational Corporation at senior level

    Ability to travel domestically and internationally (up to 30%)

    LOCATION

    Pfizer offices in Shanghai. Other Pfizer locations in China may also be considered

    This Secondment is envisaged for a minimum of 12 months and a maximum of 18 months

    ORGANIZATIONAL RELATIONSHIPS

    This person will serve as a member of the External Supply Emerging Markets & China Leadership Team.

    The incumbent will collaborate internally with all PGS functions, including Quality & EHS, Launch Excellence, Site Operations, PGS Emerging Markets and China Team, Global Supply Chain, Global Technology & Engineering, Business Development, Procurement, Finance, Tax, People Experience, Digital and Finance

    They will proactively engage with China Commercial Business Unit on behalf of PGS External Supply

    RESOURCES MANAGED

    Financial Accountability

    Management of Operating Budget including Vendor Fee, Expenses, CapEx. Also responsible for identifying cost reduction opportunities

    Supervision

    They will directly manage a dispersed team of approximately 4 colleagues and indirectly a T3 level matrixed team of approximately 12 globally dispersed colleagues.
