The Central Engineering Services directorate is seeking exceptional technical talent & proven leadership to deliver service-oriented capabilities, foster a collaborative, learning culture, & fuel predictable program performance.
The Engineering Support Services team, within Central Engineering Services, has an opening for a Manager, Engineering Project Support. This role will report to the Associate Director, Engineering Support Services. The candidate will lead the Mission Systems Project Support Department which involves leading engineering project assistants and project analyst roles. The candidate is responsible for managing engineering support functions and personnel. Improves effectiveness of organizational units by making appropriate resources available. The candidate oversees staff's collaboration with engineering in risk management, developing tracking plans, detail management and tasks planning. This role supports the execution of projects and provides resources to several teams, programs, and organizations across the Mission Systems strategic business unit. This role has the the ability to build strong working relationships and collaborate across the Mission Systems.
Job Responsibilities:
Manages and is responsible for Engineering support functions and personnel.
Carries out strategy and implements support to engineering units; monitor and review operational staffing requirements within Mission Systems
Contributes to preparation and coordination of plans and schedules for new or existing programs.
Provides resources to value stream programs: Manages ratio of engineers and support personnel assigned to organizational units; Ensures the right skills are in place and plan to meet future needs.
Supports the execution of programs across matrix horizontally and vertically. Interacts frequently with internal stakeholders at varying levels. Operates horizontally, collaborates with engineers, peers and leaders across functional groups.
Improves effectiveness of organizational units by making appropriate resources available. Ensures leaders and teams spend time on technical engineering work by training and assigning appropriate resources based on availability.
Participates in initiatives to define improvement plans and strategy.
Responsible for workforce planning to ensure the efficient operation of the function.
Oversees staffing, development, performance management/evaluation, diversity, health/safety, and employee relations.
Leads Managers and may lead individual contributors.
May assist in establishing environmental safety and health measures concerning all phases of operations.
Develops and administers schedules and performance requirements.
Ensures training and development of staff yields appropriate skill base to meet the needs of engineering. These activities may include hirings and managing contingent labor. Develops training materials in collaboration with engineering and proposal preparation.
Basic Qualifications:
Bachelor’s degree and 8 years of prior relevant experience OR
Advanced Degree in a related field and minimum 5 years of experience OR
In absence of a degree, 12 years of relevant experience is required
Engineering/Other Technical Positions: Bachelor’s degree (typically in Science, Technology, Engineering or Mathematics (STEM)) and a minimum of 8 years of prior relevant experience unless prohibited by local laws/regulations.
Experience leading a team of matrixed professionals.

Ability to travel 10%

Knowledge and application of Collins Management System (CMS)
Broad knowledge and skills within an engineering environment with understanding of the impact of work on other areas of the organization.

Prior experience working with or in change management
Prior experience in leadership where you have to coordinate and communicate effectively
Demonstrated ability to show decisiveness and dependability
Prior experience in a matrix environment and building relationships with all parties
