Position summary

Job Summary:

As the leader of the Quality and Mission Assurance (QMA) Centralized Proposal and Capture capability, you will ensure effective alignment between QMA proposal and execution scope and execution through aligned and effective proposal process, execution and results.  You will synthesize your knowledge of program execution, the various QMA disciplines, and proposal requirements, policies and execution to ensure successful proposal/pricing and program scope execution.  You will collaborate with functional organizations and proposal teams to ensure compelling, affordable, compliant and defendable proposals synthesizing your proposal experience, analytical capabilities, and effective communications skills. You will drive the generation and use of enablers, including historical program actuals databases, compliance metrics, Basis of Estimate (BOE) approver authorizations, and continuous improvement initiatives to streamline the QMA proposal process.  You will drive alignment through the organization through effective communication and mentoring skills.  Finally, you will support both customer and internal program requests for information and contract negotiations. 

Responsibilities to Anticipate:

  • Engage with program and functional QMA partners, Estimating and Pricing and program capture teams to ensure and continuously improve effective QMA Proposal, Pricing and Capture strategy and process
  • Design, generate and improve process and enablers, including historical program actuals databases, compliance and effectiveness metrics, Proposal/BOE approvals, and continuous improvement initiatives
  • Ensure effective root cause analysis and corrective actions related to the QMA proposal process, including sharing of lessons learned
  • Manage and lead a team of 5 team of 3 proposal/pricing analysts

Qualifications You Must Have:

  • Bachelor’s degree in Business, Finance, Engineering, or a related field and at least ten (10) years relevant experience OR Master’s degree and at least eight (8) years relevant experience, unless prohibited by local regulations.  Experience may be substituted in lieu of the education requirement.
  • Proposal, estimating and pricing, financial analysis, Quality, project management or related experience

Qualifications We Value:

  • Compelling experience in proposal management and development, process development and continuous improvement, cost development, Basis of Estimate (BOE) development, and risk and opportunity
  • Ability to effectively persuade and influence through excellent collaboration, verbal and written communications and interpersonal skills
  • Demonstrated experience within one or more Mission Assurance functions
  • Knowledge of product life cycle from design through sustainment
  • Demonstrated application and knowledge of Earned Value Management System (EVMS) and/or Estimates at Completion (EACs).  EVMS certification is a plus.
  • Ability to follow and apply internal and external regulations to the development of company proposals
  • Compelling experience with Excel, including lookup functions, pivot tables, filtering/sorting, etc., to support data analysis and decision-making
  • Knowledge and experience in the effective use of containment and Root Cause/Corrective Action process, analysis and tools.  RTX CORE (or equivalent) certification a plus.
  • Experience with multiple Microsoft Office products, including Excel, Word, and PowerPoint
     

Requires broad management and leadership knowledge to lead project teams.

Typically requires: A University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years experience

Engineering/Other Technical Positions: Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 10 years of prior relevant experience unless prohibited by local laws/regulations.
