Position summary

This role requires interfacing at all levels of the organization from key functional team members to Executive level. The selected candidate will closely support a Sub-Strategic Business Unit (SSBU) Executive within the Communication and Airspace Management Systems (CAMS) portfolio working across geographical boundaries, developing program for a $1B+ business with oversight responsibility of all Operations within the portfolio (development through sustainment). 

CAMS consists of classified and unclassified programs to include a technically diverse portfolio of complex products. This role is responsible for making strategic decisions for SSBU direction related to the Manufacturing/Test Program, Facilities, and Internal Investments to support the Long-Range Plan (LRP). This function develops the vision and plan with SSBU Stakeholder and works with Consolidated Manufacturing Centers (CMC) and Remote Sites to ensure profitable implementation of the SSBU’s portfolio. 

The Prog Operations Manager is accountable for effective follow through of all Operation tasks that occur within the SSBU. These tasks include, but are not limited to: plan creation, capacity analysis, development/analysis of recurring and non-recurring BOE and Reason, Readiness Assessments, creation of Manufacturing Maturation Plans (MMP), identification and planning of investments desired to achieve Price To Win (PTW), Capital planning and management, influencing design to achieve cost and schedule targets through producibility/affordability studies, Transition To Production (TTP) planning and Advanced Product Quality Planning (APQP) implementation, as well as transition of existing work to other factories/locations. 

Responsibilities include but are not limited to: 

  • Operation Focal point for SSBU, to include EHSS, Facilities and close coordination with Digital Technology/Security.

  • Approval Level for all SSBU Gates, Financials (Estimate at Complete - EAC), Appropriation Requests (ARs).

  • Engage with Programs and factories to align/develop capital investment requirements in support of new Programs/Products.

  • Management of SSBU Capital Forecast/Execution and Inventory AR Tracking (including internal suppliers).

  • Review, prepare and report on Operations content within Program EACs and Identify, monitor, report on Program risks and opportunities, and support Risk Review Board.

  • Communication of Business Forecast to Factories, including Program Requirements and Operations Planning (PROP) coordination.

  • Sales and Ops Planning (SOP) oversight and management to align LRP firm and non-firm demand and partnering with Program Finance to ensure appropriate action plans exist to support Business Need-to-Find (NTF).

  • Engaged in Product Development, Producibility, Testability and how/where to “Make” Product in alignment with Ops Capabilities and Investment Strategies.

  • Engage with engineering and supply chain on requirements flow down to ensure all requirements and plans are communicated to the Ops Team Members.

  • Partner with engineering and CMC for test planning, test equipment, and projected test yields/capacity.

  • Early gate engagement to achieve planned delivery schedules for new products.

  • Resolve design and programmatic issues impacting schedule, cost, and quality.

  • Kickoff Ops Program planning at Gate 5 for new Programs, assure Manufacturing readiness .

  • Focal Point for Ops when New Requirements bring changes to existing products.

  • Engage in Program Test and Production Readiness Reviews (TRR/PRR).

  • Report on SSBU Contract On-Time Delivery (OTD) Performance.

  • Manage Program Ops Staff and conduct all aspects of personnel administration.

  • Position location could be McKinney, Largo, or Marlborough

Required Skills:

  • Minimum 12 years of related work experience.

  • Wide-ranging Program Stakeholder / Operations experience in a production environment.

  • Self-directed leader capable of executing Change Management.

  • Earned Value Management Certification, Program Leadership Certification.

  • Develop Program schedule integration to ensure alignment to Program schedule / contract.

  • Travel will be required (10 - 50%).

  • Six Sigma Qualified or equivalent.

  • Experience with Microsoft Office Suite (Excel and PowerPoint)

  • U.S. Citizenship status is required as this position will require an active U.S. Secret Security Clearance.

Desired Skills:

  • Engineering and/or Operations leadership experience.

  • Certification in Material Program Management.

  • Multi-tasker with ability to work in the “gray space”.

Required Education:  Bachelor’s Degree in Engineering, Sciences, Mathematics, or related Field

Desired Education: Bachelor’s degree in STEM with a Master’s in Engineering or Business
