    Job Summary:

    The Associate Director will be responsible for TOW international growth and execution of strategic initiatives. The successful candidate will support a diverse set of programmatic opportunities and challenges associated with international business, to include customer interface, sustainment projects, International Traffic in Arms Regulations (ITAR) compliance, licensing, Technical Assessment Agreements (TAA) and cost estimates. You will lead new launcher program to include EagleFire initial development and production opportunities to market.

    You will manage New Business Initiatives (NBI) for the TOW product line. NBI will support anticipated bid and proposal efforts and selling funds to support future international opportunities. Additionally, responsibilities include managing localization obligations to co-develop opportunities in the Middle East & North Africa (MENA), European and Pacific Asian Countries (PAC). Successful candidate will drive execution initiatives valued in excess of $500M through 2030. The position is a direct report to the TOW Program Director and will lead all phases of the program from capture through execution. In this role you will be responsible for initial requirements and scope development, proposal development, execution of Gate reviews, program start up and cost, schedule & technical performance.

    You will work closely with US Government foreign embassy teams, foreign customer representatives, foreign industry teammates and representatives, and other Raytheon Technologies’ business units responsible for TOW weapon system products, i.e. Raytheon Intelligence and Space (RI&S) business unit, Collins Aerospace and Pratt & Whitney units of Raytheon Technologies. This position will lead a combined team of Operations, Quality, Supply Chain, Engineering, Global Contracts offset and localization while maintaining customer interfaces to support the program. The New Launcher is a critical development effort to ensure international armed forces can obtain TOW missile capabilities.

    Responsibilities to Anticipate:

    • Financial, schedule, and technical performance
    • Development and execution of coordinated growth strategies
    • Coordination of suppliers/teammates for effective execution
    • Multidisciplinary team leadership, strategy development, internal and external program reviews, and program development through direct customer engagement, proposal preparation, supplier management, program management status reporting, and generation of work authorizations (IOTs), statements of work (SOWs), and specifications
    • Align the priorities and provide clear direction; actively manage risk mitigation strategies and capture program opportunities for production efforts
    • Serve as the primary Raytheon management and customer contact on status and technical performance of production efforts.
    • Anticipate and fulfill customer needs to ensure customer satisfaction and continued business
    • Direct the prioritization and performance of program task elements such as engineering, operations, supply chain, quality, contracts, finance, and administrative functions in the execution of required gate reviews and financial activities as well as program execution
    • Must be able to travel up to 30% domestic and international travel

    Qualifications You Must Have:

    • Typically requires Bachelor’s degree and 12 years of prior relevant experience OR an Advanced degree and minimum 10 years of relevant experience OR in absence of a degree, 16 years of relevant experience is required
    • Experience in program management, and/or appropriate functional experience in supporting program objectives managing cost, schedule, and technical performance
    • Experience with proposal activities
    • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

    • Experience with complex issues into fast-paced resolution to keep the development effort on schedule to meet future production requirements
    • Effective communication (to include presentation preparation & presentation delivery), organization, and problem-solving skills
    • Knowledge of MRP, IMS and/or EVMS implementation and execution, to include meeting EAC requirements
    • Ability to monitor, interact and course correct technical teams to support production and customer goals
    • Ability to obtain Program Management (Level 3) Certification within 2 years
    • Demonstrated effective team building and leadership skills
    • Meeting stringent financial, schedule and performance requirements
    • Working knowledge of contract formation, execution, management, and/or closeout
    • Strong business sense to proactively identify and resolve problems; quickly and efficiently

    Additional Details:

    Location Information: This role is hybrid located in Tucson, AZ or Huntsville, AL and requires ability to work onsite and travel approximately 30% international and domestic.
