    Collins Aerospace Systems is searching for a Compliance Manager to join our Landing Systems team. This position will report to Landing Systems Compliance Leader and be a key contributor to the Supply Chain Compliance team. 

    As the Landing Systems Compliance Manager, you will perform audits/inspection reviews and manage cost analysis, commercial item determination reviews and Cost Accounting Standards (CAS) / Truthful Cost or Pricing Data (TINA) requirements audits to identify compliance.  Responsible for conducting investigations into potential compliance violations around their area of expertise. Provide significant input into the improvement of programs to enhance compliance performance. 

    This position will work remote.

    Primary responsibilities:

    • Review and audit supplier submitted Certified Cost or Pricing Data submittal for adequacy per US Government regulations.
    • Analyze cost data and draft summary report of findings/assessments.
    • Interface with DCAA or DCMA on US Government assist audits.
    • Prepare formal written reports and/or conduct oral briefings on audit related project and other related matters to leadership. Reviews/approves final written reports.
    • Implement inspection requirements for site purchase orders to ensure team members are complying with processes and standard work, Landing System policy and procedures as well as Collins/RTX policies and procedures.
    • Lead the coordination of effort with external and government audit agencies on audit project related effort.
    • Lead process improvement activity to include development of tools and solutions to improve business results, this may include development and deployment of training for the purchasing system requirements, process, and tools.
    • Develop and deploy training and tools to Supply Chain associated relative to US Government contracting.
    • Support customer proposals as needed for Cost Accounting Standards (CAS) and Truthful Cost or Pricing Data (TINA) requirements. 
    • Be subject matter expert for Commercial Item Determination (CID) exceptions and any other exceptions that may apply to CAS/TINA, also may perform other duties and responsibilities as assigned. 
    • Monitor changes in U.S. Government regulations and works to align site policies, procedures, work instructions and tools to ensure regulatory compliance at the sites.
    • Provide expertise in Supply Chain policies and procedures to support and assist in customer inquiries, reviews, and audits of pricing information to include requests for purchasing data/reports – internal, external, third party, and government.
    • Create plans and timelines to ensure projects remain on schedule, while promptly addressing and closing gaps.
    • Responsible for making key decisions on the adequacy and effectiveness of purchasing system process, risk and internal inspection control disciplines that could adversely impact Corporate and Stakeholder value.
    • Develops and maintains strong working relationship with Corporate, Business Unit, and Shared Service leadership to ensure understanding and acceptance of audit issues impacting business risks and controls. May interface regularly with middle and senior level management (director and above).
    • Frequently reviews work of others. Acts independently to determine methods and procedures on new or special assignments. Work is performed without appreciable direction. Virtually self-supervisory.
    • Participate in appropriate professional organizations including but not limited to the National Contract Management Association (NCMA) to stay abreast to the U.S. Government regulations and processes. Attends/participates in appropriate level external conference or seminar to network.
    • Travel up to 15%.

    Basic Qualifications:

    • Requires a University Degree and typically a minimum 8 years prior relevant experience or an Advanced Degree in a related field and typically a minimum 5 years of experience or in absence of a degree, 12 years of relevant experience.

    • Working knowledge of FAR/DFARS or USG military procurement experience.

    • U.S. Person (U.S. citizen, permanent resident, refugee or asylee) or eligible to obtain necessary export authorizations required.

    • Leadership experience and a demonstrated record of accomplishments using process improvement tools.

    • Demonstrated data analysis capability and excellent written and oral communication skills are required.

    • Project management experience and ability to effectively manage multiple detailed projects simultaneously.

    • Ability to work independently on projects and assigned tasks as well as participate on cross-functional teams.

    Preferred Qualifications:

    • Master’s Degree preferred.
    • Procurement and/or accounting and finance experience 
    • Knowledge of SAP or other ERPs
    • ACE Practitioner/Associate Certification, Lean or Six Sigma Green/Black Belt certifications

    The salary range for this role is 94,000 USD - 196,000 USD; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
