Contracts Manager (Onsite)

Raytheon Intelligence and Space (RI&S) is seeking a Manager, Contracts to support the High Consequence Missions (HCM) Business within Cybersecurity Intelligence, and Services (CIS). The position reports to the Associate Director, Contracts.  The Manager, Contracts will be responsible for supporting new business pursuits and on-going, cradle-to-grave contract administration activities.

Responsibilities include working closely with the Focus Area Director and functional peers (Finance, Business Development, Engineering, Operations, etc.) to implement the overall business strategy and ensure successful program execution.  The role will provide guidance to business partners to construct, submit and negotiate proposals, provide guidance to management regarding contractual and business issues, and advise management of contractual rights and obligations and mitigation of contractual/program risks.  The successful candidate will utilize business acumen and program knowledge to understand program performance, provide guidance and influence outcomes to achieve desired results. Perform as key contributor during the pre-proposal strategy, proposal development, negotiation, and start-up phases of programs.

Required Skills:

• Minimum Eight (8) Years of applicable Government Contract Management preferably with Classified USG End Customers.
• Must be a US Citizen and have at least a TS/SCI with an SSBI within the last 5 years.
• Strong knowledge of USG FAR and DFAR regulations
• Experience effectively negotiating Terms and Conditions (T&C’s).
• Experience with Level-of-Effort (LOE) contracts within the Intelligence Community (IC)
• Demonstrated ability to effectively work in an IPT environment. 
• Demonstrated ability to influentially communicate with excellent interpersonal, written and oral communication skills; Experience effectively briefing Program, P&L, and or Contracts leadership.
• Demonstrated experience developing effective customer and functional relationships.
• Experience with all contract types (T&M, FFP, CPFF, CPIF, CPAF, IDIQ)
• Experience with a variety of agreements: Teaming, Bidding, and PIAs/NDAs
• Experienced at Statement of Work development and Change Management.

Desired Skills:

• Experience with contract & financial structures, pricing strategies, policy/procedure and compliance principles.
• Active TS/SCI w/ full scope poly

Required Education (including Major):

BA/BS in Business, or related field; JD or Masters degree in related field (desirable)
