    POSITION OVERVIEW:

    This role is responsible for integrating all aspects of the digital sourcing functions into Enterprise Services (ES) Strategy and Transformation Initiatives through collaborating and partnering with suppliers, ES leaders, and functional service owners.  A key component of the role is to develop supplier capabilities, partnerships and category strategies for enterprise collaboration tools and services.

    The ideal candidate will draw from past experience in PC hardware, IT support services, Help Desk operations and Microsoft licensing that can assist with translating this knowledge via contract negotiations and project management skills to lead the coordination, communication and integration of suppliers to support the achievement of technical, financial and performance objectives. This candidate must have the business acumen to connect technical requirements and identify best strategy/solutions to arrive to outcomes that align with RTX’s key objectives and key results.  The candidate should be able to proactively identify and resolve commercial and/or supplier issues efficiently and effectively. This individual will have a deep understanding of supplier products/services and develop various strategies to drive year on year cost savings to help RTX meet its bottom line.  As this is a fast-paced environment, understanding of the Collaboration tools and IT operations services under various licensing models to facilitate execution is strongly desired.

    A deep understanding of the end-to-end procurement process, from contract negotiations, to requisition and PO placement is needed for this role.  The leader continuously monitors and evaluates supplier metrics for trends and root causes and formulates proactive plans to ensure overall success of the category.  Given the number of contracts, this individual must be able to effectively manage a team and employ project management skills to develop and manage an integrated master schedule to engagements. The successful candidate will have excellent communication and presentation skills, with ability to develop effective presentations and present to leadership and peers.

    Essential Duties & Responsibilities

    Specific responsibilities will include but not limited to:

    • Leads a team to drive contract requirements and negotiations for collaboration tools/services (e.g., Microsoft, Dell, DXC, Kyndryl, ServiceNow etc.)

    • Leads commercial and contract strategy development for all supplier engagements in collaboration area

    • Contingent labor contracts processing for collaboration tools and services

    • Aligns with Digital IT stakeholders on vendor consolidation activities to drive contract savings

    • Establishes supplier engagement plans and enforce overall governance within portfolio

    • Develops and manages an integrated master schedule of engagements, renewals, RFQs, etc.

    • Facilitate supplier performance reviews, benchmarks & reporting

    • Reviews Statements of Work (SOW) documents and ensures procurement and sourcing best practices are followed

    • Analyze pricing and negotiate complex technology agreements

    • Build strong partnerships across various stakeholders (legal, finance, etc.)

    • Develop strong supplier relationships to drive effectiveness and value

    • Establish top supplier engagement plans and governance to ensure quality

    • Supports the investigation, negotiation and favorable resolution of disputes with suppliers

    • Develop executive level analysis & presentations

    Minimum Qualifications

    • Minimum 14 years Sourcing and Procurement Management with at least 5 years in Digital IT Preferred

    • Experience with sourcing roles and functions, including creating sourcing roadmaps, developing category strategies, licensing/asset management, risk management, and requirement change management

    • Deep experience in PC hardware, IT support services, Help Desk operations and Microsoft licensing

    • Strong negotiations and sourcing skills with understanding of different contract types

    • Substantial expertise in drafting, negotiating and interpreting sophisticated commercial agreements

    • Understanding of software contracts with the ability to manage licensing, maintenance, and support requirements 

    • Ability to effectively communicate, execute and manage contracts that meet technical, cost, and schedule goals

    • Must possess strong collaboration skills enabling effective communication and working internally with functional service owners in Enterprise Services and across business units, as well as externally with suppliers

    • Demonstrated ability to understand financial information, budgets and program performance and develop strategies and business cases to improve performance in these areas

    • Ability to work in a fast-paced environment and lead a small team through dynamic change

    • U.S. citizenship is required, as only U.S. citizens are authorized to access the financial management system due to government contractual requirements.

    Desired Qualifications

    • Strong project management skills and ability to convert requirements into executable strategies, and ability to develop and manage an integrated master schedule

    • Ability to effectively work with and communicate with all levels of management and individual contributors on the program team

    • Ability to develop effective presentations and documents used for leadership reviews

    Education: 

    Typically, candidates for this role should possess a Bachelors Degree with an MBA preferred and a minimum of 14 year’s related experience.

    The salary range for this role is 165,000 USD - 331,000 USD; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, education/training, and key skills.
