Position summary

The Requirements & Capabilities Director (R&CD) is responsible for leading cross functional business teams to develop strategies and a pipeline of qualified opportunities within Raytheon Intelligence & Space (RI&S) Advanced Fighter Systems (AFS) product line.  The R&CD develops and builds relationships with senior customers and is responsible for leading and participating in classified capture / pursuits ranging from $100M – $6.5B over a five-year period, to achieve the company’s Domestic, classified strategic business goals and generate annual bookings with measurable growth over five (5) years. The successful candidate is responsible for developing relationships, supporting business pursuits, and identifying new business opportunities, aligned with the company’s strategy growth and long range plan.

The AFS R&C Director will develop and maintain close United States (U.S.) Department of Defense (DoD), and classified customer relationships, and is responsible for direct support to RI&S businesses for: specific classified strategy efforts, identifying and validating opportunities, knowledge of customer requirements, conducting market studies and forecasting reviews, winning pursuits (i.e. closing deals as a member of pursuit team), and participating in win/loss analysis after campaign. The R&CD will interface with Raytheon leaders, senior military service, classified customers, and government leaders within the U.S. to fully understand and assess potential opportunities.

R&CD will represent Raytheon externally with customers and internally as a voice of the customer to ensure that key pursuits are won, and the company achieves its bookings plan and growth targets. Responsible for identifying future opportunities for Raytheon businesses; provide timely intelligence, including realistic assessment of business opportunities and partnerships, competitive landscape; and identifying current and future buying habits of the customer. The R&C Director reports directly to the Secure Sensor Solutions (S3) Requirements & Capabilities Executive (R&CE).  This position will be based in El Segundo, CA, but can be worked in a hybrid capacity from the following cities: El Segundo, Goleta, Dallas, Ft. Wayne, or Boston.

Responsibilities:

  • Develop customer, competitor, and market understanding for assigned market sub-segment.
  • Establish relationships with RI&S program managers and government and military decision-makers.
  • Conduct primary and secondary research to determine DoD and classified customer needs and generate business leads by building relationships and identifying and qualifying new opportunities.
  • Create and implement business strategies and actions within the Advanced Fighter Systems Product Line that creates, identifies, develops, and qualifies profitable new business opportunities that grow the RI&S business.
  • Develop and implement multi-level and multi-dimensional customer contact plans.
  • Develop a prioritized pipeline of opportunities that is valued at least four to five times the revenue of the business unit.
  • Analyze customer information and develop customer hot buttons, key performance parameters, and opportunity price-to-win.
  • Leverage capabilities of multiple functions and customer access to create, identify, develop, and qualify opportunities.
  • Develop classified opportunity capture plan, lead overall Capture Management activity (across multiple portfolios and capture managers), for highly competitive AFS opportunity set.
  • Work closely with capture managers to provide customer knowledge and strategic support for capture and proposal process.
  • Capture key customer and competitive knowledge and share it across the organization.
  • Conduct internal and external customer briefings including Gate Reviews.
  • Position will require ~50% domestic travel. 

Required Skills, Experience and Education:

  • 15 years minimum year's of experience and Bachelor's degree from an accredited university in Engineering, Business, or relevant degree, MBA preferred.  
  • 10+ years of relevant experience working with US DoD markets.
  • Understanding of military environments.
  • Significant experience in Combat and Doctrine Development of Military Platforms, Weapon systems and combined arms formations.
  • Advanced understanding of U.S. DoD procurement, fiscal and regulatory environments. Working experience with defense system acquisition processes and procedures.
  • Demonstrated success in strategic planning and ability to analyze and evaluate missions, requirements, technologies, and capabilities.
  • Strong initiative and experience partnering with geographically dispersed units.
  • Superior ethical standards beyond reproach.
  • 10+ years in progressively responsible leadership positions.
  • Strong interpersonal skills with special focus on cross-cultural issues; ability to successfully manage sensitive political issues.
  • Relevant business development experience, especially in developing critical relationships at a senior level.
  • Strong communication skills in writing and verbal communication.
  • Knowledge of/experience with Capture/Gate/Proposal process.
  • Existing Secret Clearance is required; TS preferred; ability to be SCI cleared.

Desirable Skills:

  • Raytheon or equivalent Capture experience
  • General management or program management experience, in particular on classified programs
  • Knowledge of Raytheon’s product and services
  • Experience leading complex Gate-3 development activity in front of RI&S senior leadership.

The salary range for this role is $157,000 to $313,000; however, RTX considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training and key skills.
