Position summary

Raytheon’s Intelligence and Space Business is seeking a Finance Program Control Analyst for the Mission Operations and Support (MOS) portfolio. Interested candidates will be responsible for tracking, analyzing and cost controls associated with a contract with personnel both CONUS and OCONSU. We are seeking a hard-working, energetic, and dedicated individual to contribute to the overall success of our programs as well as provide opportunities for career growth and advancements within the organization and company.  In this role, you will have opportunities to work independently as well as collaborate with key functional stakeholders including Program Management, OCONUS Business Management, and the Prime Customer. Successful candidates will demonstrate an aptitude for efficiency, problem-solving, and resourcefulness, with a commitment to quality while developing their leadership skills as a key business partner.

Responsibilities may include the following assignments:

  • Manage program financials including development of time-phased integrated budgets
  • Budgeting, cost control and variance analysis, internal/external reporting, risk management and financial support
  • Development of quarterly EACs; analysis/assist in accurate projection of Estimate to Complete (ETC), Estimate at Complete (EAC) and Latest Revised Estimate (LRE) data
  • Assist with organization of Work Breakdown Structures (WBS) and job cost accumulation
  • Complete weekly billing and reconciliation in a Customer directed invoicing system
  • Assist manpower planning, forecasting and reporting
  • Accounting data extraction and reconciliation
  • Labor and cost transfer submittals
  • Assist in monitoring costs and manpower ensuring that actuals are within budget and charged to the correct end objective
  • Generate program financial artifacts such as EV reports, graphs, and analysis, as required.
  • Provide PMO with internal reports on cost and schedule performance
  • Support to the Engineering Change Proposal (ECP) lead with estimation activities.
  • Support supply-chain management in financial controls of subcontracts and material procurement forecasting.
  • Perform ad-hoc analysis, data integrity checks, and validations related to program financials.   

Required Skills:
• Typically, 5+ years of related experience
• US Citizenship with ability to obtain Top Secret / SCI Clearance (TS/SCI) or crossover equivalent
• Ability to manage priorities in order to meet deadlines
• Possess good oral and written communication skills
• Strong attention to detail and work quality
• Knowledge of concepts and techniques related to program controls

Desired Skills

• Current SSBI clearance desired
• Experience with APEX / PRISM, knowledgeable in working with SAP reporting
• Experience or exposure to performing cost control and analysis functions in a U.S. Government, multi-CLIN contracting environment
• Requires advanced knowledge of work area typically obtained through advanced education combined with experience. May have practical knowledge of project management. Practical to substantial knowledge of RTX projects, programs or systems with the ability to make enhancements and leverage in daily work.
• Working knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP)

Typically requires:

A University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years experience

The salary range for this role is $68,000.00 to $140,000.00; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, education/training, and key skills.
