Position summary

Raytheon Intelligence & Space (RI&S) is looking for an experienced Global Trade licensing professional to support export / import licensing activities in a fast paced and exciting export / import environment.

This position reports to the Global Trade (GT) Licensing Manager for the Surveillance and Targeting Systems (STS) product line in the Intelligence Surveillance and Reconnaissance Systems business unit and will be located in El Segundo, CA or remotely near another Raytheon location.  The ability to attend periodic on-site meetings at a Raytheon facility is preferred.

The Global Trade Principal Specialist will be responsible for working with the GT Manager to develop export and import strategies to support international programs and business development capture efforts.  The position will work closely with internal customers to develop export and import authorizations that allow for the efficient and timely export of technology, technical data, hardware, and services.  The position will apply international trade regulations and laws to real-life situations to enable international business to support programs with international activities.

Duties include, but are not limited to:

  • Providing consistent interpretation of International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) to RI&S employees
  • Assisting with the development of export authorization strategies for the international marketing, sales, support, offshore procurement, and manufacturing of defense and dual use articles
  • Preparing and submitting license applications, Technical Assistance Agreements (TAA), Manufacturing License Agreements (MLA) and other requests for approval to the U.S. Department of State Office of Defense Trade Control Licensing, and U.S. Department of Commerce Bureau of Industry and Security
  • Providing export authorization status updates to the programs/requestors
  • Facilitating approvals for the physical export of hardware and other transactional activities
  • Working with the Global Trade Manager and other stakeholders to determine and certify appropriate legal authority for exports of dual-use commodities and technology, and defense article hardware, technical data and defense services
  • Participating in compliance audits and investigations
  • Developing and delivering training, as required, for employees engaged in international business activities

Typically Required Qualifications:

  • A University Degree or equivalent experience and a minimum of 5 years prior relevant experience ; or an Advanced Degree in a related field and a minimum of 3 years experience.  In absence of a degree, 7 years of relevant experience is required
  • Excellent written and verbal communication skills
  • Flexible, cooperative and collaborative; demonstrated ability to adapt to changing US Government and customers conditions
  • Able to present recommendations to solve business challenges
  • Problem solver, able to work under time sensitive circumstances, collaboratively or independently, and take initiative to address situations before issues arise
  • Self-motivated and results oriented with ability to prioritize and make independent decisions
  • Some travel may be required
  • Able to manage priorities of multiple tasks
  • Attention to detail and follow through on assignments to achieve desired results
  • Ability to obtain DoD clearance
  • US Citizen as this person must have the ability to obtain a DoD clearance

Qualifications We Value:

  • 2 years of broad Export/Import experience and increasing responsibility (licenses, agreements, compliance, and transactional activities)
  • Experience researching, interpreting and applying government regulations, in particular the ITAR and EAR
  • Demonstrated ability to collaborate with multiple business functions for success
  • Experience in reviewing, approving and managing export and import transactions
  • Sincere interest in the field of Global Trade and its strategic impact
  • Excellent customer relation/interpersonal skills
  • Willing to take on challenges and accept stretch assignments
  • Detail oriented with strong sense of urgency
  • Strong business acumen
  • Experience with DECCS, SNAP-R, SAP-GT, OCR EASE IT systems
