RMD Digital Technology (DT) is seeking a strong candidate to serve as a Growth and Proposal Lead (GPL).  The successful candidate will be responsible for providing leadership and management of the DT scope, bid strategy, and bid development for multiple RMD program proposals.  The GPL will have access to subject matter experts to develop the DT technical design. 

Job Summary:

The GPL will assist in the coordination and development of DT Basis of Estimates (BOE) and Bill of Materials (BOM), ensure DT tasks are properly identified in the Integrated Master Schedule/Plan (IMS/IMP), generate bid summary presentation packages and lead Bid Summary Reviews. The proposal bid summary packages will include labor reports, risks and opportunities (including risk mitigation and dependencies), and capital and investment options and estimates. The GPL will utilize a strong background in supporting proposals and programs through experience in project management, IPDS, Earned Value Management System (EVMS) and Control Account Manager (CAM) methodologies.

Responsibilities to Anticipate:

• The candidate will work closely across multifunctional teams comprised of Engineering, Security, Manufacturing, Integrated Supply Chain (ISC) Management. 

• Candidate will communicate proposal status to senior Program, Capture and DT leader. 

• The GPL will require a high level of ability to influence across multiple functional areas. 

• They will support Capture Process and DT organizational initiatives as well as other IPDS Gate reviews as applicable, including Independent Reviews (IRs). 

• This position may require the ability and willingness to travel domestically as business needs dictate up to 20%.

• Must be able to work 100% remote

Qualifications You Must Have:

• BS/BA in an applicable technical or business field (such as Computer Science, Information Technology, MIS, Engineering and 8 year so of experince or an Advance degree in STEM, IT, Engineering, and 6 years of direct experince

• Minimum 8 years overall Information Technology and/or Software/Systems Engineering experience.

• Experience in proposal preparation, IT and Engineering requirements analysis, cost and schedule estimation and technical documentation related to the Statement of Work (SOW).

• Experience in facilitating and responding to Requests for Information (RFI) and Request for Proposals (RFP) to include proposal and/or basis of estimate writing.

• Experience and knowledge of Contracts, BOEs, IT and Engineering Processes and Practices.

• Experience using MS Office Suite (Visio, Word, Excel, PowerPoint, and Microsoft Project)

• The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

• An understanding of DoD cyber security compliance regulations (DFARS/RMF).

• Experience in system architecture and engaging customers to develop systems design (including architecture, CONOPS, deployment options, and commercial cloud environments) for both classified and unclassified processing and communications systems.

• Experience supporting distributed teams across geographically disbursed locations.
