The Raytheon Electronic Warfare Systems Engineering department in Point Mugu, California has an immediate opening for an Integrated Project Team Lead (IPTL). The mission of the IPTL is to be responsible for the planning, coordination, and communication of the multidisciplinary/cross-functional team responsible for delivering a defined subsystem, product or service as directed by the Program Manager. The IPTL is responsible for ensuring the assigned team’s objectives are achieved on schedule, within budget, and consistent with quality, and technical standards while meeting the manufacturing cost targets. They oversee execution on all aspects of the design, development, integration, and test of IPT work products. Accountable to the Chief Engineer, Program Area Chief Engineer, Program Manager, their Functional Management.
Responsibilities:
New Business / Proposals
Support the development of technical and cost proposals for engineering scope, in accordance with the proposal WBS. This includes: refining the WBS structure & WBS dictionary; ensuring collection of assumptions, cost estimates and risks from bidders; and ensuring functional management review and CE approval of all proposal inputs.
Coordinates BOE development for applicable team scope in accordance with the SOW
Responsible for proactive Risk and Opportunity management within the IPT and ensures they are captured adequately in the IRs and Gates reviews
Works with the PCE and LSE to ensure the IPT’s proposed technical solution meets the technical requirements as well as the manufacturing cost measures
Develops artifacts needed to support the development of the technical baseline
Program Execution
Establishes thorough plan of execution to accomplish scope of work
Works with CE to establish program organization, schedule (IMS) and milestones
Responsible for total ownership of the day-to-day operation of the multidisciplinary/cross-functional IPT, ensuring the associated products are developed and delivered within the allotted cost, schedule, technical quality and performance parameters
Supports tailoring of engineering processes commensurate with IPT cost/schedule
Works with CE to understanding of the customer's mission and objectives, which will help lead to contract requirements satisfaction
Coordinates with CAMs to provide detailed task description, associated QBDs, budget and schedule requirements to each functional organization directly supporting the IPT and tracks task status to closure
Ensures early identification, communication and mitigation of technical, cost and/or schedule risks for all aspects of the IPT’s product scope
Effectively communicates IPT status to program and functional management including raising issues and risks as they are identified
Collaborates with other IPTs, CPTs and Chief Engineer throughout program execution to ensure the team’s product supports meeting system level requirements
Approves IPT engineering products/deliverables: plans, requirements, designs, reviews, CDRLs as well as EAC inputs
Oversees the IPT technical budget (KPP, TPM) at the product level
Responsible for subcontractor scope, in strong partnership with SCM/MPM. This includes securing make/buy/where analyses, ensuring technical oversight & engagement, ensuring clear definition and management of the SOW and contracting documents (obtaining CE approval, per EP-183), and cost and schedule performance of the subcontract.
Productivity
Support IPT measurements of process effectiveness and continuously improves productivity, cycle time, defect containment, and other discipline specific metrics, using PMX Best Practices as a guide for improvements
Participate in program reviews including IRs, gate reviews and program management reviews
Use Peer Reviews, technical baseline reviews, TPMs, and key metrics to drive the maturity of the technical solution and program execution results
People
Documents team roles and assignments for the IPT
Collaborates with functional management to assign appropriate IPT members and maintain appropriate functional organization engagement
Ensures team members understand IPT objectives, scope of work and constraints, and an environment which encourages and rewards the raising of issues and concerns
Utilize the collaboration time with PMO and Chief Engineer for learning and mentorship
Required Skills:
Typically a minimum of 5 years related system test engineering experience
Familiarity with EW and/or Radar systems.
Knowledge of RF/Microwave principles.
Program management / program planning / IPDS
