We are seeking an experienced Manager, Contracts to manage and administer a portfolio of large, highly complex classified U.S. Government contracts primarily in the areas of Space Protection. This role will be an integral part of the business team providing advice, insight, and recommendations to leadership regarding contractual issues and proposal strategies.
What You Will Do:
Support the full contracts management lifecycle, inclusive of the development of proposals, as well as oversight and administration of contracts within a varied customer portfolio
Integration of new contracts, RFP assessments, capture and proposal strategy
Contract negotiation
Customer engagement and collaboration
Contract administration with the U.S. Government and Prime Contractors
Advise stakeholders of contractual rights and obligations and mitigation of contractual/program risks
Responsibilities to Anticipate:
Play a key role in shaping the future of Raytheon through capturing follow-on and new business as well as maintaining and growing current programs
Proposal development and negotiation, pre and post-award contract administration
Serve as a valued business partner to drive creative and competitive contracting approaches
Develop and execute negotiation strategies that comply with company policies, mitigate risk and support accomplishment of business goals
Provide sound contract administration to meet customer obligations, achieve company objectives, and comply with company policies
Partner with Key Program Functions in the analysis of Requests for Proposal (RFP), development of proposals, proposal reviews and coordination, negotiation, contractual agreements, contracts implementation, as well as general contract administration
Provide guidance regarding contractual and business issues, advising stakeholders of contractual rights and obligations as well as possible mitigation of contractual/program risk
Skills and Requirements:
Active and transferable U.S. Government issued security clearance (TS/SCI) required prior to start date
U.S. Citizenship is required, as only U.S. citizens are eligible for a security clearance
Minimum 8 years of relevant work experience in Government contract administration with various contract types (CPAF, CPIF, CPFF, FFP, T&M, OTA, Agile)
Advanced knowledge of FAR, DFARS and other related government regulations
Demonstrated experience in contract administration with an understanding of proposal cost structure, performance requirements, delivery schedules, and terms and conditions
Extensive customer interface and negotiation experience
Ability to effectively organize, prioritize and manage multiple assignments
Ability to work across all levels of the organization (both internal/company and external/customer)
Highly motivated; must be proactive and work independently with minimal oversight
D****esired Skills:
Excellent written and oral communication skills
Ability to identify risk and understand financial implications; strong analytical background
Effective team member; conduct clear, concise and frequent communication with stakeholders
Knowledge of intellectual property issues and software licensing terms
NCMA certification
Prior experience working in a controlled area (SCIF)
Ability to work in fast paced environment
Highly proficient in Microsoft Word, Excel, Power Point, and Adobe
Required Education:
Typically requires a university degree and 8 years of experience in Government contract administration, or an advanced degree and 6 years stated experience.

The salary range for this role is 94,000 USD - 196,000 USD; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
