This position will be onsite, with occasional travel to other space systems sites of responsibility (IL, CA, TX), and will report to the Senior. Manager, Government Compliance.
What You Will Do
Assure that the customer property management system is in compliance to all contract requirements, regulations, and RTX/Collins/Site policies and procedures for managing customer property and is operating in an "approved" state
Actively manage the property management system to the ten government property management outcomes identified in the Federal Acquisition Regulation (FAR), specifically FAR 45 and 52.245-1
Partner with the Contract Management organization to ensure required property management related requirements/reports are actioned timely for all applicable contracts/programs
Interface with site leadership and functional personnel to ensure compliance with established processes and procedures
Lead a staff of property personnel onsite, and others at remote sites
Support internal and third party assessments/audits and drive corrective actions identified resulting from those activities
Establish, implement, and monitor designated business plans assigned by management
Present and review Key Process Indicators (KPIs) with customers; develop and implement improvement plans using Root-Cause/Corrective-Action (RCCA) tools when KPIs or other performance measures don't meet customer or internal expectations
Routinely assess procedures and provide suggestions for streamlining and improving processes
Assure that routine and ad-hoc property management compliance and awareness training sessions are conducted at all levels
Institute continuous improvements to the property management system
Comply with the EH&S Policy and applicable regulatory and company EH&S rules and requirements, and support EH&S efforts to improve practices
Comply with applicable Global Trade Compliance (GTC) policies and procedures
Travel expectation would be 10%
Qualifications You Must Have
Typically requires University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience
U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract
Previous Government Property Management experience
Ability to review data with highly analytical approach to identify process disconnects or potential system errors
Has advanced knowledge in customer property management, FAR, DFARS, NASA FAR Supplement and ability to determine and apply regulatory requirements
Qualifications We Prefer
Proficient in Microsoft Office applications (Excel, Word, PowerPoint, etc.)
Experience with SAP (or comparable ERP system); MS SharePoint; IndySoft asset management
Effective writing and verbal communication skills
Ability to work in a team environment and drive change
Seasoned professional contributor, National Property Management Association Certification preferred (CPPA or CPPM)
Works autonomously with limited oversight from manager
Works to influence parties within and outside of work area at an operational level regarding policies, practices and procedures
Ability to effectively communicate with internal and external customers
Responsible for making moderate improvements of processes, systems or products to enhance performance of work area

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
