    Raytheon Intelligence & Space (RIS) is seeking a subject matter expert (SME) that will serve as a Program Chief Engineer (PCE) within the Surveillance Networking Solutions (SNS), Raytheon Vision Systems (RVS) Mission Area.

    The Program Chief Engineer is the single engineering leadership point of contact for the program and is responsible for the engineering execution of an entire program, overseeing all technical, schedule, and financial aspects.  The PCE will establish and manage a program’s vision, strategy and goals and align the program with customer requirements while leading a multi-disciplined team in resolving complex technical problems.  The PCE ensures the technical integrity of the program and engineering execution across all Integrated Product Teams (IPTs), Cross Product Teams (CPTs), and disciplines within the Program.  The PCE is also the primary program technical point of contact with the customer’s senior technical counterparts.

    The PCE reports within the Systems Engineering Integration and Test (SEIT) department, and is also accountable to the product Directorate Chief Engineer (DCE).  The PCE has authority to lead all engineering related activities across the program  and indirect management of the lead engineers. They are tasked with ensuring that the overall system design is optimized to meet the required performance within the project cost and schedule constraints, and production efforts execute as planned. The Program Chief Engineer also participates in business pursuits and captures, identifying and deriving solutions to meet customer needs. Communications will include partnering with customers to understand customer desires and align them to performance capabilities and/or identifying future uses/capabilities. 

    Clearance Requirement: Must be able to obtain a DoD Secret Clearance and within one year. US Citizenship required.

    Required Skills:

    • Minimum 12 years related experience in EO/IR programs and technologies: FPA's, optical sensing systems, integrated detector (electronics) cooler assemblies (IDCA or IDECA) design, development, integration, test, and verification/validation.
    • Prior success as Lead Systems Engineer, Lead Test Engineer, Program Chief Engineer, or Integrated Product Team Lead (IPTL), including working knowledge of Earned Value (EVMS) 
    • Demonstrated prior success as technical and cost lead on major proposals.
    • Communication and presentation skills with the ability to interface with a broad audience ranging from senior level executives and customers to early-career engineers. 
    • Systems engineering, integration and test experience, with demonstrated ability to establish a technical baseline with disciplined requirements and change management, while operating a rapid development environment
    • Provide both professional and technical team mentoring across a mix of cross-functional disciplines and staff backgrounds and experiences.
    • Demonstrated ability to effectively plan, lead, and execute root-cause and corrective-action (RCCA) efforts.
    • Experience applying the Integrated Product Development System (IPDS) to program technical baseline, executing a formal gate process.
    • U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date.

    Desired Skills:

    • Experience streamlining current processes reducing issues during production, including performing hands-on activities in the lab environment in support of performance assessments and guiding system architecture development.

    • Factory production and test experience, including Test Architecture development, integration, verification, and validation in the lab and factory environment.

    • Working knowledge of EO/IR sensor signal chain from photons to electrons to video, including signal integrity and data reduction/analysis

    • Experience in opto-mechanics, cryogenics, and/or integrated circuit foundry engagement

    • Capture Management and Program Management leadership experience.

    • Patents, Publications, and/or Technical Presentations to industry 

    Required Education:

    Typically requires a Bachelor degree in a related STEM discipline such as Math, Physics, Electrical Engineering, Systems Engineering, Mathematics, or a related discipline. A related advanced degree is preferred but not required.

    The salary range for this role is 139,000 USD - 277,000 USD; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, education/training, and key skills.
