    Department 22 in RI&S is seeking a highly motivated Program Operations Engineer responsible for the overall execution of development type contracts supporting multiple programs in the Department 22 business area. 

    The selected individual will work closely with Program Management, multiple factories, and supply chain to help build and deliver cutting edge technology in a fast-paced environment. This position will involve capital, IRAD, and manufacturing key technologies while focusing heavily on strategies to transfer follow-on business to various Raytheon business units.

    Further responsibilities include developing and communicating strategy and tactics to reduce cost, improve quality, increase performance and reliability, and improve overall competitiveness of the product(s).

    This role acts as the liaison between manufacturing and the program office. It requires daily interface and communication with factory and program management to cover control account management, operations status, issues, risks, and opportunities.

    Responsibilities include, but are not limited to:

    • Front End of the Business management to help establish key deliverables.

    • Bill of Material and requirements management

    • Control Account Management: cost, schedule quality

    • Working with program and factory Engineering to establish a Bill of Material and build plan.

    • Validating drawings are released to support procurement and build schedules.

    • Ensuring Bill of Material is accurate, and Line of Balance supports program schedule.

    • Collaborating in a matrixed environment to help “shape” technical requirements.

    • Factory interface to understand build, test, equipment and facilities requirements.

    • Coordinating factory readiness reviews with process Engineering and factory personnel

    • Leading collaborative efforts to identify and convert needs into solutions.

    • Communicating clearly and removing barriers to execution

    • Maintain collaborative and responsive relationships within the product line and with functional support organizations.

    • Developing and executing risk/opportunity plans to meet program objectives.

    • Writing Basis of Estimates (BOE’s)

    • Supporting and managing quick-turn proposals

    Required Skills:

    • Must have minimally 8 years of related experience in Operations, Manufacturing, or Program/Project Management

    • Proficiency in the Microsoft Office Suite, Excel, Work, PowerPoint

    • Experience with SAP and the Supply Chain Suite of Tools

    • Proven experience in development, production, and life cycle sustainment

    • Excellent communication and presentation skills

    • Must be able to proactively identify and execute opportunities for process improvement and cost/schedule reduction

    • Demonstrate initiative, perseverance and creativity in problem solving

    • Must be a US Citizen as the position requires the ability to access US only data systems.

    • Must have a DoD Active Secret Clearance on DAY 1

    • U.S. Citizenship is required as only U.S. citizens are eligible for a security clearance.

    Desired Experience:

    • Ability to obtain Top Secret clearance.

    • Experience with RF components, subassemblies, and architectures

    • EVMS training and/or Certification

    • Ability to obtain SAR clearances.

    • Experience optimizing manufacturing process flows

    • Demonstrated success transitioning product from development to production.

    • Experience implementing continuous improvement, Six Sigma or Lean methodologies/principals

    • Earned Value Management (EVM) certified

    • Control Account Management (CAM)

    • IPDS Gate Review Process (Proposal through Closeout)

    Required Education:

    • Typically requires a bachelor's degree and 8 years related field; equivalent industry experience, or equivalent Military experience.
