    This role is responsible for planning, estimation, execution of assigned technical programs within the Collins Mission Systems Secure Programs echo system.  Additionally, they will serve all Design Engineering Services Teams in helping them build and adapt to necessary business processes and team organization practices (AGILE) and tools in order to ensure that critical work is being done as well as to remove roadblocks and unnecessary friction from their day-to-day activities.  They ensure that projects are completed to specification, within an established time frame and budget.  They will use their industry expertise to improve all aspects of project planning, supply chain, 3rd party management, and resource management. 

    Essential duties and responsibilities include, but are not limited to, the following:

    • Champion, consult, advise DES teams around organizing/estimation their work using Agile methods and tooling

    • Lead the scrum/service/Kanban team(s) in using Agile methodology and scrum practices

    • Helping the product owner and development team to achieve customer satisfaction

    • Lead the scrum and development teams in self-organization

    • Remove impediments and coach the scrum team on removing impediments

    • Help the scrum and development teams to identify and fill in blanks in the Agile framework

    • Resolve conflicts and issues that occur

    • Help the scrum team achieve higher levels of scrum maturity

    • Support the product owner and provide education where needed

    • Help Team(s) create, manage and execute service delivery KPI’s for operation support of their products. 

    • Help Team(s) quickly achieve estimation & execution dependability.

    • Help drive DevSecOps strategies in each development area (physical, software, infrastructure, IT, etc)

    • Establish and implement training processes and strategies for all technical personnel

    • Analyze, plan and develop requirements and standards in reference to scheduled projects

    • Assign and oversee the daily tasks of technical personnel while ensuring all subordinates are actively working toward established milestones

    • Hold regular technical team meetings to determine progress and address any questions or challenges regarding projects

    • Determine and define clear deliverables, roles and responsibilities for staff members required for specific projects or initiatives

    • Research and evaluate hardware and software technology options and weigh the cost/benefit analysis when making large purchases on behalf of the company

    • Update and maintain all production technologies ensuring proper maintenance and installation

    • Oversee testing, failure cases, documentation, and deployment to facilitate creation of the best products

    • Compile value v cost comparison data for Executive business level prioritization and authorization to proceed

    • Create and maintain technical roadmaps for key components, products to ensure proper lifecycle management

    • Create baseline of processes, standards, workflows for the purposes of applying LEAN principles to continuously improve cycle times and waste identification and elimination

    Qualifications

    • 5+ Years related experience in Program / Project Management focused around technical applications
    • Demonstrated understanding of Project Management processes, strategies and methods
    • Excellent time management and organizational skills and experience establishing guidelines in these areas for others
    • Strong sense of personal accountability regarding decision-making and supervising department teams
    • Experience with value-based decision-making practices
    • Experience with LEAN fundamentals
    • Experience with DevSecOps and Agile development models
    • Experience working in a high-level collaborative environment and promoting a teamwork mentality 
    • Managerial experience applying analytical thinking and problem-solving skills
    • Ability to predict challenges and seek to proactively head-off obstacles
    • Prior experience on a scrum team
    • Ability to analyze and think quickly and to resolve conflict
    • Knowledgeable in techniques to fill in gaps in the scrum
    • Ability to determine what is scrum and what is not
    • Experience with successful Agile techniques
    • Ability to work with and lead a team
    • Strong communication, interpersonal and mentoring skills
    • Ability to adapt to a changing environment
    • Self-motivation and ability to stay focused in the middle of distraction

    Minimum Qualifications

    • Typically requires a Bachelor’s degree and less than 2 years prior relevant experience OR
    • In absence of a degree, 6 years of relevant experience is required
    • Engineering/Other Technical Positions: Bachelor’s degree (typically in Science, Technology, Engineering or Mathematics (STEM)) and less than 2 years of prior relevant experience unless prohibited by local laws/regulations
    • US Citizen with the ability to obtain a security clearance.

    • Must be able to speak and write clearly and distinctly.
