Proposal Specialist II - Advanced Technology & Concepts (Onsite)

Advanced Technology & Concepts, a Collins Aerospace Mission Systems Engineering & Technology function, is seeking a qualified candidate for the role of Proposal Specialist. This professional will support our research and technology activities by providing expertise to help pursuit teams create winning proposals.  To ensure that pursuits are effective, this position requires close coordination with the Proposal Manager, Principal Investigator, Value Stream Leader, and Business Development professionals as well as interactions with Pricing, Contracts, Subcontracts, and others. 

A successful candidate will be a collaborative self-starter who is motivated, detail-oriented, efficient, and adaptable.  This individual must be able to work on tasks independently as well as contribute within a team environment.

Primary Responsibilities:

• Reviews and analyzes customer pursuit inquiries to identify and assess customer requirements. Examples of customer inquiries may include broad agency announcements, requests for information, requests for proposal, etc.
• Contributes to creating, gathering, and formatting a variety of submission materials, such as proposals, white papers, cost estimates, etc., for successful on-time pursuit responses.
• Maintains up-to-date templates for a variety of submission materials.
• Understands pursuit processes and guides the team in accordance with applicable procedures.
• Assists in coordinating bidding efforts as appropriate.
• Coordinates tasks across various functional organizations to ensure alignment with overall pursuit objectives.
• Contributes to and maintains a repository of pursuit activities and artifacts.
• May participate in pre- and post-proposal activities that enhance knowledge of customers, identify world-class technology partners, and/or capture competitive trends.
• May attend training courses to become more familiar with tools, techniques, processes, and procedures to enhance guidance to internal customers.

Basic Qualifications:

• Bachelor's degree and 2 years of prior relevant experience OR in absence of a degree, 6 years of relevant experience is required.
• Must be a U.S. Citizen
• Must have or be capable of obtaining a US Department of Defense (DoD) security clearance.  Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements 
• Proficiency in MS Office suite for documentation, graphics, presentation generation, database management, risk management, requirements tracking, and work breakdown structure capture.

Preferred Qualifications:

• Has experience with BidMaster Web (BMW) and PARS.
• Holds active DoD security clearance.
