Job Summary:

Raytheon Missiles & Defense (RMD) has an exciting opportunity for an experienced international Senior Manager, Contracts working in a globally centric matrix environment within our Land Warfare & Air Defense (LWAD) Mission Area. The incumbent performed as a key CONUS-based point of contact to RMD mission areas and other Raytheon Technologies (RTX) business supporting Raytheon Saudi Arabia (RTN SA) program execution, new business pursuits, and Middle East North Africa (MENA) Group Contracts Operations.

We are looking for a passionate Contracts professional to accept a high degree of responsibility in a complex, multi-contract International Program area, with valuable strategic Kingdom of Saudi Arabia (KSA) customers such as the Royal Saudi Air Defence Forces (RSADF). This senior individual contributor position is located in the Tewksbury, MA area and offers a hybrid working arrangement. Relocation assistance is available.

Reporting to the RMD SA Associate Director, Contracts, this employee will be responsible for developing a close working relationship with the LWAD Mission Area stakeholders and Global Customers such as KSA Ministries. This person should have experience with International Direct Commercial Sales (DCS) contracting and should understand Middle Eastern cultural and business acumen.

This role will require international travel.

Responsibilities to Anticipate:

• Provide reach back support link to the RTX businesses and mission areas on a matrixed geographically dispersed team with responsibility to facilitate CONUS program execution to effect positive estimate at completion (EAC)
• Support KSA DCS captures to accomplish the annual operating plan (AOP); collaborate toward improvements of processes through use of the existing tools and support the development of new tools to enhance performance of programs, captures or other business entity
• Participate in MENA Contracts training and development when needed.
• Handle all CONUS contracts duties resulting in achieving program and business area objectives
• Ensure successful governance/compliance with RTX Company Policies and export/import obligations and regulatory requirements
• Take ownership of complex program/contract issues and use knowledge of situational dynamics to establish personal engagement strategies to resolve them
• Recognize business and contractual issues in program performance, implement solutions; carry to completion, while exercising good judgment with minimal supervision

Qualifications You Must Have:

• Bachelor's degree
• 10 years (or 7 years with an advanced degree) of relevant work experience
• Experience managing Direct Commercial Sales (DCS) Contracts
• Experience working with international customers
• Negotiation experience
• The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance.

Qualifications We Value:

• A LL.M or JD in Law, Master’s degree in Accounting, Finance, Business Administration, Business Management, Contract Administration, Supply Chain Management, Economics, Business Law, or another related field a plus
• Experience managing FMS Contracts
• Ability to work effectively in a fast-paced environment with time-critical requirements Excellent verbal and written communications skills
• Strategic thought leader with proven ability to create a vision and strategy for programs Experience working in KSA or other Middle Eastern countries
• Extensive international negotiations experience
• Detailed understanding and use of Import and Export controls, compliance, and licensing Willingness
• Ability to deploy to international locations such as KSA
• Demonstrated ability of cross-functional leadership within a geographically dispersed team
• Experience developing effective relationships with international customers
• Knowledge of the International Traffic In Arms Regulations (ITAR)
