This Program Management position is to lead multiple opportunities within the F-16, Trusted Mission Processing product line. This position is primarily responsible for developing and supporting the execution of product line overall growth strategy associated with an approved pursuit effort to increase the win probability of new and existing projects. Duties include management of cost, schedule, technical execution, proposal management, and cost account management. This position also includes program management efforts for our F-16 Mission Computer programs that support the entire life cycle of the products. Duties will include supporting new business, proposals, production, and sustainment contracts. For business growth activities the PM is responsible for developing and supporting the execution of product line overall growth strategy primarily for sole source opportunities.
This PM leads a team to identify and capture new opportunities that will improve the capability, lead time, and cost of the F-16 Mission Computer. Duties may include orchestrating bid strategy, providing oversight of the development of proposal volumes and creating, leading, and supporting capture and proposal teams. The selected candidate is responsible to follow corporate processes for business development and capture management. This includes working closely with the responsible business development or marketing lead, supporting the transition from opportunity identification into capture efforts, assembling a capture team and managing the capture team to successfully bid and win contracts, contacting and interfacing with existing and new clients and partners, communicating the organization’s core capabilities, establishing internal and external teaming, and managing bid and proposal funding.
The PM works closely with all functional areas to ensure alignment and that all documentation complies with the Raytheon IPDS business model. The PM will lead IPDS and Gate activities such as Gate 3, Gate 4, Gate 5, Gate 10, and Gate 11. Specific tasks include Development, implementation, and maintenance of Program Management Plans, consistent with program requirements and company policies.
Job Duties:
-Lead opportunity pursuits from qualification to award leveraging honed Capture processes and offering creative expertise
-Shape an RFP prior to release through strategic customer engagement and mission enhancing solutions
-Develop overall proposal plan that includes technical, management, and pricing strategies
-Develop associated briefing materials and present at gate reviews to Senior leadership team
-Provide leadership and oversight during proposal development phase while developing and maintaining key customer relationships
-Identify opportunities for efficiencies to include automated processes, tools, and data reuse across corporate capability offerings
-Utilize customer management tools to develop and track new business opportunities
Required Skills:
-Demonstrated knowledge of program management processes for execution of cross business proposals / programs.
-Experienced with leading a multi-functional team from proposal generation through contract award / completion including experience managing cost, schedule and technical aspects of a program.
-Strong background and experience in program management techniques (full Profit and Loss responsibilities) working in a matrixed environment
-Experience presenting program status utilizing business and project management tools and procedures such as IPDS, EVMS, IMS/IMP, Risk Management, Financial Forecasts and EAC is required.
-Experience working with Supply Management Experts to qualifying new sources of supply.
-Working knowledge of PM best practices and processes to include capture management, proposal preparation.
This position is considered "HYBRID" please expect to be ONSITE a minimum of 3 DAYS a week.
-U.S. Citizenship Status is required as this position will require the ability to Access US Only Data Systems.

Education:
-Bachelor’s degree in science, Engineering or Business-related Degree
Desired Skills:
-3+ years’ experience in production programs or factory operations
-Solid interpersonal and customer communication skills with experience building relationships.
Requires expert or mastery level knowledge of work area, typically obtained through advanced education combined with experience.
May have deep knowledge of project management. Advanced knowledge of related disciplines within work area and ability to identify links and potential impact on projects, programs or systems.
Typically requires:
A University Degree or equivalent experience and minimum 10 years
prior relevant experience, or An Advanced Degree in a related field and minimum 7 years' experience Engineering/Other Technical Positions: Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 10 years of prior relevant experience unless prohibited
by local laws/regulations.
