Position summary

Join our Communications and Airspace Management Systems (CAMS) Chief Engineer (CE) team leading engineering program and proposal teams to successfully execute programs and prepare responsive proposals aimed at making the world a safer place.

We are seeking an experienced Senior Program Chief Engineer (PCE)/ Technical Program Manager (TPM) to join and expand our distinguished team to develop state-of-the-art communications systems.

Responsibilities and job scope are as follows:

  • Conduct Engineering Bid Reviews (EBRs) and Engineering Program Reviews (EPRs) at authorized levels
  • Support Program Management Reviews (PMRs) for all Engineering matters
  • Manage overall budget and schedule for program Engineering tasks, working closely with the engineering discipline organizations to review program execution on a periodic basis to ensure meeting schedule and cost
  • Develop and approve executable Estimates at Completion (EAC) for the program in collaboration with the responsible Engineering Cost Account Managers
  • Ensure staffing forecasts are accurate and up to date, and work with Engineering discipline organizations to ensure appropriate staffing is assigned – local, distributed and/or supplier
  • Provide oversight and review all program metrics for engineering, ensuring application of Technical Performance Measures (TPMs) across the program as a means for measuring technical progress and assessing risk
  • Oversee and manage engineering Risks and Opportunities across the program, leveraging the enterprise to mitigate key risks and capture opportunities
  • Ensure effective engineering management of suppliers through subcontractor statement of work, requirements specifications, and engineering processes
  • Identify and exploit synergies across programs and across the Enterprise
  • Provide accurate and timely status reports to Program and Engineering organizations

Required Skills:

  • 10 years relevant experience as a Sr Technical Program Manager, Sr Program Engineer, Sr Technical Subcontract Manager, or Sr Integrated Product Team (IPT) Lead
  • Working knowledge of multiple engineering disciplines with a strong focus on communications systems development
  • Working knowledge of Earned Value Management System (EVMS)
  • Experience in all phases of development program lifecycle.
  • Experience in Risk and Opportunity management
  • Demonstrated ability to interact effectively with multidisciplinary teams of system design professionals including systems, electrical, mechanical, software, and logistics engineers
  • Active DOD Secret security clearance 

Desired Skills:

  • Experience with agile and, or DevSecOps development methodologies
  • Demonstrated ability to lead a development team through transition to production
  • Experience developing satellite communications systems
  • Knowledge of Raytheon Intelligence and Space (RIS) systems, products, technologies, and processes
