Become a Measurement & Evaluation (M&E) Senior Advisor at Southern California Edison (SCE) and build a better tomorrow! In this job, your tasks will include leading and providing support to evaluation needs of SCE’s programs, including Energy Efficiency (EE), Demand Response (DR), Income Qualified (IQP), and Building Electrification (BE). The Sr. Advisor will conduct, lead, and guide various evaluation related activities in order to design, conduct, and manage studies, perform statistical analyses, interpret results, and synthesize findings into business insights in order to integrate into appropriate SCE programs. This is an important role in helping SCE deliver cost-effective programs, products, and services for our customers and meet California Public Utilities Commission (CPUC) compliance requirements.

Engineering Services (ES) organization’s M&E team provides evaluation, measurement, and verification (EM&V) support to SCE’s Demand Side Management (DSM) portfolio. In addition, ES manages technology assessment programs; provides technical support, analysis, and quality control for SCE’s DSM program portfolio; and maintains the laboratory and testing environment. 

The Sr. Advisor will report to the Sr. Manager of M&E team, while providing necessary operational and strategic support to the M&E team. The Sr Advisor will work on leading impact evaluation studies, vendors and contracts, assessing the evaluability of innovative programs, and providing input on statistical methodologies such as experimental and pilot design, sampling, regression, and market segmentation. The Sr. Advisor’s subject matter expertise and leadership in program evaluation function is critical to SCE‘s role as a program administrator for DSM programs delivered to its customers through third parties and other solution providers. The Sr. Advisor is expected to help define new processes, standards or operational approaches to evaluation based on business strategy in close collaboration with program and CPUC staff. 

The Sr. Advisor will also take the lead directing resources, including external consultants, towards tasks necessary for timely and high-quality execution of evaluation studies and research. This position will also be responsible for making decisions on the scope of work, especially from the strategic point of view, considering the impact on SCE programs and our customers.

A day in the life - Get ready to think big, work smart and shine bright!

  • Lead evaluation studies and report findings to the CPUC, external, and internal partners
  • Make decisions for EM&V studies and provide guidance to vendors/consultants in support of DSM portfolio needs, including managing the deliverables within budget and on schedule with the highest quality output
  • Provide subject matter expertise during the development, implementation, and dissemination of results of SCE’s evaluation studies and analyses for EE, DR, BE, and IQP programs
  • Work with SCE internal clients (Regulatory, program staff, legal, etc.), counterparts at the other IOUs, CPUC staff, California Energy Commission staff, and consultants to coordinate assigned EM&V projects helping SCE meet regulatory and compliance requirements
  • Oversee consultant's on-boarding, contracting, co-funding agreements, timely invoice payments, and budget management
  • Complete CPUC, corporate, and division training, procedures, filings, compliance requirements, and data request responses in a timely manner
  • Support SCE’s efforts for electrification and Pathway 2045, including SCE's BE Programs
  • Support other EM&V functions and M&E staff 

Qualifications

The essentials

  • 10 or more years of experience in evaluation, regulatory policy, or customer DSM programs 
  • 5 or more years of experience coordinating the work of or leading teams of experienced professionals or 3rd-Party vendors/ consultants
  • 10 or more years of evaluation study experience managing scope, schedule, and budgets

The preferred

  • Bachelor’s degree or higher in statistics, economics, quantitative psychology, engineering, or related field.
  • Advanced level of understanding of public policy, market research, or utility DSM programs 
  • Experience working in California’s regulatory environment and IOUs

  • This position’s work mode is hybrid. The employee will report to an SCE facility for a set number of days with the option to work remotely on the remaining days. Unless otherwise noted, employees are required to reside in the state of California. Further details of this work mode will be discussed at the interview stage.
