Our focus is on providing oversight and protection of the TikTok platform and user data in the https://U.S., so millions of Americans can continue turning to TikTok to learn something new, earn a living, express themselves creatively, or be entertained. The teams within USDS that deliver on this commitment daily span Trust & Safety, Security & Privacy, Engineering, User & Product Ops, Corporate Functions and more.

    About the Team: Our USDS Legal & Compliance team provides key support for USDS' innovative initiatives in providing oversight and protection of the TikTok platform and user data in the US. We help our technological and business teams enable their vision by providing integrated legal guidance and support. The USDS Legal & Compliance team is seeking highly experienced, bright and capable legal professionals to join the team. We are looking for a payments compliance legal professional who will provide strategic and practical legal advice to legal and business stakeholders. The following describes the responsibilities and requirements for the role. In order to enhance collaboration and cross-functional partnerships, among other things, at this time, our organization follows a hybrid work schedule that requires employees to work in the office 3 days a week, or as directed by their manager/department. We regularly review our hybrid work model, and the specific requirements may change at any time.

    Responsibilities:

    • Work with cross-functional and legal teams on payments and AML compliance solutions. Provide legal advice to teams on all aspects of payments laws and regulations. In particular, have a strong understanding of Card Network Rules, the Bank Secrecy Act (BSA) / Anti-Money Laundering (AML) laws, OFAC and sanctions laws, Electronic Funds Transfer Act (EFTA) / Regulation E, and UDAAP/UDAP.
    • Develop/mature required compliance processes and initiatives, evaluate the effectiveness of compliance controls (such as Transaction Monitoring and Know Your Customer systems controls), and direct the implementation of enhancements.
    • Provide support in reporting and responding to investigatory requests. Represent the company in regulatory interactions, including responding to regulatory inquiries and participating in routine regulatory examinations.
    • Monitor and analyze regulatory developments and trends, and develop company strategies to mitigate risk
    • Establish strong working relationships and build trust and credibility with business leaders influencing and supporting a culture of payments and AML compliance.
    • Additional projects and ad-hoc work as necessary to support the Global Payments Compliance, E-Commerce, and TikTok LIVE teams.
    • Bachelor’s degree and Juris Doctorate from an ABA accredited law school (or foreign equivalent) with membership in good standing in a relevant US State Bar.
    • 10+ years providing payments compliance legal advice. In particular, a strong understanding of Nacha rules, Bank Secrecy Act (BSA) / Anti-Money Laundering (AML) laws, Electronic Funds Transfer Act (EFTA) / Regulation E, UDAAP/UDAP, and state money transmission laws.
    • Experience building and maintaining AML/KYC compliance programs.
    • Ability to understand and interpret regulations and regulatory guidance, and to work adeptly in simplifying complex themes into understandable communications.
    • The ideal candidate is prepared to work in a fast-paced environment and embrace challenges.
    • Exercises sound compliance judgment, has excellent cross-functional collaboration skills, is pragmatic, and possesses strong analytical and problem solving skills. Location:

    The base salary range for this position in the selected city is $213000 - $376200 annually.​Compensation may vary outside of this range depending on a number of factors, including a candidate’s qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.​Our company benefits are designed to convey company culture and values, to create an efficient and inspiring work environment, and to support our employees to give their best in both work and life.
