Summary:
Direct, manage and coordinate logistics, warehouse, transportation and purchasing activities in collaboration with Operations & Planning functions. Lead and direct operational planning for purchasing and logistics.
Directs Wabtec Bus Solutions purchasing and logistics operations, including selection of vendors, purchasing and inventory of raw materials, coordination with Wabtec Global Commodity teams on sourcing initiatives, coordination with Operations and Planning regarding freight/logistics of inbound and outbound materials. Evaluates past performance data to forecast needs and production levels. Develops plans to meet operational objectives including Corporate and Business Unit cost reduction initiatives, supplier On-Time delivery and Quality targets and Customer requirements for same.
Duties and Responsibilities:
- Manage key initiatives that drive down cost, lead-time, and risk across the product lines. Procurement is highly focused on world class cost management. Responsible for driving down cost, hitting established sourcing/quality/delivery benchmarks, and supply chain/commodity analysis.
- Works within approved budget; Develops and implements cost saving measures; Contributes to profits and revenue; Conserves organizational resources.
- Responsible for overseeing the inventory management process, defining departmental initiatives for appropriate inventory levels, eliminating obsolete and off-spec material, and reduce aging material.
- Develop methods and procedures for scheduling of raw materials from suppliers to support manufacturing in achieving customer demand and minimizing cost impacts to Company.
- Working with the corporate logistics team, develop and maintain transportation system on domestic and international freight that ensures business needs are met.
- Motivate, organize, and encourage teamwork within the workforce to ensure set productivity targets are met.
- Plans, organizes, directs, and controls activities related to the procurement function.
- Maintain receiving, warehousing and distribution operations by initiating, coordinating, and enforcing program operational and personnel policies and procedures.
- Analyzes market and delivery conditions to determine present and future material availability and prepares market analysis reports.
- Active participation in value engineering cost reduction and lead-time reductions with Global engineering teams and suppliers. Ensure a competitive sourcing environment leading to continuous improvement in quality, cost, delivery, service, and technology.
- Develops a system to evaluate vendor quotations that utilizes appropriate negotiation and purchasing techniques to ensure quality, price, delivery, and service.
- Drive readiness reviews for all New Product Introductions and mass production builds for sourcing programs.
- Implements, manages, and monitors procurement reporting systems to meet company requirements.
- Recruits and maintains suppliers that provide high quality products and services at a better price while maintaining the highest code of ethics and conduct.
- Responsible for quarterly executive business reviews of sourcing plans that defines, among other things, market and business analysis, product roadmaps, supplier capabilities and annual / quarterly strategic business objectives.
- Prepares and reviews contracts, bids, proposals, and vendor agreements for legal correctness, price, and acceptability of items to specifications.
- Oversees all activities related to procurement of a commodity, from intent to purchase through delivery of commodity. Interact with Regional, Enterprise Teams and the Product Lines.
- Assigns procurement requests to the appropriate personnel.
- Provides category and process expertise to create and execute sourcing strategies and lead supplier management for defined categories. Manages key sourcing process steps including opportunity assessment, strategy development, data analysis, supplier negotiation, award recommendations, and supplier contract execution.
- Negotiates or supervises the negotiation of complex requests for equipment, supplies, and services from suppliers and subcontractors.
Minimum Qualifications****:
- Requires a bachelor's degree in area of specialty and at least 15 years of experience in the field or in a related area. APICS certification, CPM (Certified Purchasing Manager) or CPPM (Certified Professional Purchasing Manager) designation from the American Purchasing Society is also a plus
- Work experience in Automotive sector is desirable. Good working knowledge of electromechanical, electronic, Fabrication of metal parts, hydraulic and Pneumatic based systems is preferred.
- Experience leading a team of 10+ individuals is required.
