The Proposal Engineer will develop locomotive technical proposals in response to customer requests provided via the GLO (Locomotive) and GSO (Services) commercial team.  Proposal efforts include concept development, Systems Modeling-defined design trade-offs, collection of product and engineering costs, development of project timelines, generation of product specifications for internal and/or external review, and coordination of team efforts to complete proposal requirements within specified timeline.  Proposal efforts will be focused on support of both the GLO and GSO organizations including new product offerings (NPI’s), product upsells for existing fleets, Locomotive Modernization proposals, North America and International locomotive proposals and integration of various business processes into the Engineering proposal structure.

Main Responsibilities:

  • Coordinate concept development at locomotive or subsystem level with support from Product Management, Systems Modeling, Commercial Operations, Supply Chain functions and other cross-functional groups
  • Collaborate closely with Product Management and customer facing commercial teams for requirements gathering, proposal generation and customer interaction
  • Translate customer needs through clear articulation of requirements and decomposition of these requirements for Engineering concept development and execution
  • Coordinate estimating processes for non-recurring engineering (NRE) estimates from applicable Engineering teams
  • Develop product cost (ACO) estimates in conjunction with Supply Chain Finance
  • Create customer-facing documentation including Product Descriptions (PD), Spec-at-a-Glance (SAAG), and clause-by-clause responses to customer specifications (LBL)
  • Balance speed and depth in proposal response timing to meet commercial needs, while minimizing technical risk to the organization
  • Develop understanding for business-level trade-offs between technical scope, performance, product cost, engineering workscope and development/production timeline
  • Document technical data generated by the assigned project consistent with engineering policies and procedures
  • Protect the intellectual property rights and competitive position of the company
  • Provide systems engineering leadership to teams working assigned projects

Basic Qualifications:

  • Bachelor’s Degree in Engineering or Computer Science from an accredited university or college
  • Advanced English skills
  • Proficiency in technical writing and verbal presentation of technical concepts
  • Proficiency in Excel
  • Strong interpersonal and leadership skills
  • Demonstrated ability to analyze and resolve problems
  • Customer centric mindset
  • Background in technical proposal development
  • Ability to work in a cross-functional, global environment

Desired Qualifications:

  • Familiarity with locomotive configuration and architecture (both Wabtec/GET and competitors)
  • Working knowledge of the railroad industry and operations
  • Ability to translate technical requirements for non-technical audiences
  • Ability to formulate strategies with senior management and demonstrated experience in implementing these strategies
  • Knowledge of locomotive functionality
  • Project scheduling experience
