PRIMARY PURPOSE

This position is responsible to oversee management of day-to-day operations of all Purchasing and Supply Chain activities for Wabtec, Graham White.  The manager will leverage their extensive purchasing experience and leadership skills to drive creative sourcing solutions, supply chain reliability and exceptional departmental productivity to meet company sales and cost objectives.  This individual will develop strategy, manage scheduling & cost controls, and drive continuous improvements that will deliver high impact business results that delight shareholders with profits and customers with service excellence.

ESSENTIAL DUTIES AND RESPONSIBILITIES (not listed in any particular order)

  • Manages the employees of the department to include the evaluation and development of skills.
  • Assess ongoing performance of Supply Chain and Procurement functions and communicate results to senior management on a regular basis.
  • Develop and maintain strategic alliances with selected vendors for critical parts and lead contract negotiations as needed to close deals with optimal terms.
  • Investigate market trends on materials, including graphing and data-oriented sourcing plans.
  • Develop, implement, and manage long-term agreements and supplier programs based on corporate guidelines.
  • Develop and maintain strategic forecasts and supply chain strategy for critical materials in a high mix, low volume environment.
  • Measure vendor performance and address associated issues including late deliveries and cost recovery of non-conformances.  Lead audits of critical and other selected vendors.
  • Support production meetings with detailed updates on the plan and manage promise dates of part                 shortages.
  • Identify and develop opportunities to reduce both operating and working capital costs.
  • Support warehouse improvement initiatives to drive accuracy and timeliness in receiving, picking and inventory cycle counts within the facility.
  • Support Corporate Supply Chain initiatives, as required.
  • Establish and maintain purchasing practices and policies to ensure honest, fair, and ethical relationships with vendors.  Keep informed on legal matters affecting purchasing policies.
  • Must understand and comply with all safety rules and company policies.
  • Perform various other duties and activities as assigned by Manager within the physical constraints of the job.

EDUCATION/TRAINING

  • 4yr degree in supply chain management, purchasing or other business-related discipline.
  • Minimum of 10 years of purchasing and supply chain experience in a manufacturing environment.
  • Minimum 7 years progressive management experience leading hourly and professional employees.

MINIMUM QUALIFICATIONS/EXPERIENCE

  • Proven written and oral communication, supplier, and project management & negotiation skills.

  • Proficient in all Microsoft applications.

  • Comprehensive knowledge of Material Resource Planning (MRP) and best practices in high mix manufacturing. Oracle experience preferred.

  • % Travel is minimal. Have ability to travel as needed to perform the basic duties associated with this position.

  • Demonstrated experience leading change and improvement of systems and management standards.

  • Must be able to identify gaps, make quick decisions and proactively develop cost effective solutions.

  • Outstanding analytical, statistical, and reasoning ability for problem solving & complex decisions.

  • Must have the ability to interact and influence individuals at all levels within the organization while communicating effectively in a team-oriented, collaborative environment.

  • Highly motivated, self-starter capable of working and delivering results on own initiative.
